In Rakhiv, Zakarpattia Oblast, parents of students will be fined for truancy

Children skipping classes at school, smoking cigarettes, vapes, drinking alcohol, committing petty theft, hooliganism – all of these things are going to be punished by the parents of students in Rakhiv. This is stated in a message on the website of the Rakhiv City Council, Komersant ukrainskyi reports.

In reporting this, the city council emphasizes that for such actions of minors, their parents may be held liable under parts 1-4 of Article 184 of the Code of Ukraine on Administrative Offenses “Failure of parents or persons in loco parentis to fulfill their responsibilities for raising children.”

It is noted that under this article, a warning or a fine of UAH 850-1700 may be issued for the first time, and if there is a repeated violation within a year, the fine will be from UAH 1700 to UAH 5100.

In addition, the notification mentions the Resolution of the Cabinet of Ministers of Ukraine dated 13.09.2017 No. 684, which approved the Procedure for Keeping Records of School-age Children and Students. It also contains a reminder that in accordance with Article 55 of the Law of Ukraine “On Education”, parents are obliged to facilitate the implementation of the educational program by the child and the achievement of the learning outcomes provided for by the program.

It should be borne in mind that Ukrainian law does not stipulate the liability of a child for failure to fulfill his or her obligations to obtain education. This process must be controlled by parents. They are also responsible for possible violations.
