Draft law on agreement with the US registered in the Rada

The Verkhovna Rada of Ukraine has registered a bill to ratify the mining agreement signed with the United States the day before. The relevant document appeared on the website of the Verkhovna Rada, "Komersant Ukrainian" reports
The document, titled “Draft Law on Ratification of the Agreement between the Government of Ukraine and the Government of the United States of America on the Establishment of the American-Ukrainian Reconstruction Investment Fund,” was submitted by the government.
The draft law was authored by Prime Minister Denys Shmyhal.

The agreement between the US and Ukrainian governments covers 57 minerals and also includes US military assistance, but many details, including those of political importance, will be spelled out in a “technical agreement” that is not yet ready.
According to MP Yaroslav Zhelezniak, the vote on ratification may take place during the plenary week of May 13-15.
After that, two additional agreements will be signed – one on the establishment of the fund as a legal entity, and the other on the technical aspects of its activities.
The published agreement document is only 12 pages long. It does not contain any other important technical part. Zheleznyak notes that it is a bit unclear how MPs are supposed to make decisions without knowing what is in the text of the second part of the agreement.
The MP also said that today’s hour of questions to the Government will begin with the Prime Minister’s speech on the Fossil Fuel Agreement. And only then about the environment.
Meanwhile, First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko said during a meeting with journalists in Washington that the U.S.-Ukraine Reconstruction Investment Fund, which is being created under the agreement on cooperation in the field of critical minerals, could start working in a few months after its ratification by the Verkhovna Rada, reports Suspilne.
“Our task is to do this as soon as possible, but it is very difficult to predict it now. I think it will take months, definitely not years. We are talking about months. And, of course, we want to finalize all other technical issues related to funds,” she said.
On April 30, Minister of Economy Yulia Svyrydenko and her American counterpart Scott Bessent signed an agreement to establish the U.S.-Ukraine Recovery Investment Fund.
