The Ministry of Defense told about the “financial pyramid” of the plant that supplied low-quality shells to the Armed Forces

The Public Anti-Corruption Council under the Ministry of Defense claims that the company accused of supplying low-quality 120 mm mortar shells to the Armed Forces of Ukraine operated a “financial pyramid scheme” and that criminal cases have already been filed against the company’s head.

This is stated in the report of the Anti-Corruption Council, "Komersant Ukrainian" reports

They believe that it is impossible to limit the detention of only a few people in the case of supplying low-quality mortar shells, as there were those who ordered the signing of contracts for the supply of new batches of mines after the loud scandal.

“Someone signed these contracts, someone lobbied for more and more transfers of public funds. All these “someone” should be named to the public by name,” the Anti-Corruption Council said.

They also said that several corruption cases had long been opened against the company’s director by various law enforcement agencies. At the same time, no criminal cases have been opened against other top managers of the plant.

“To a large extent, a kind of pyramid scheme has been created around the plant over the past year. The plant was entrusted with the execution of a contract for the supply of ammunition, the papers were signed, and the plant failed to fulfill the order on time. Then the papers were rewritten, “addenda” were added to the old contracts to extend the contract term, and… a new contract was signed for an even larger volume!” the Anti-Corruption Council states.

Now, the anti-corruption activists say, such a “pyramid” will collapse within a very short time, and the new team will need a long time to understand the state of affairs.

Therefore, the Public Anti-Corruption Council demands that a professional management team with experience in crisis management of enterprises be immediately appointed at the plant, an audit and an urgent analysis of the plant’s production capabilities be conducted.

They also point out that negotiations should be held with other manufacturers and suppliers of ammunition of the appropriate calibers, and if other companies are unable to provide the required number of shells, then alternative munitions should be urgently purchased.

Earlier, on May 1, a court imposed a pre-trial restraint on two officials of a defense plant in Dnipropetrovs’k region who are suspected of supplying more than 120,000 low-quality mortar shells.

According to journalists, these are the general director of the Pavlohrad Chemical Plant, Leonid Shyman, and his first deputy, Oleksiy Kirichenko.
