The Ministry of Defense told when DOT and AOZ will be merged

The Ministry of Defense will set up a commission to reorganize the State Logistics Operator (SLO), which meets the logistical needs of the Armed Forces.

This is stated in a message on the website of the Ministry of Defense, [ komersant] reports.

The commission will work on the basis of the Defense Procurement Agency (DPA), and will be headed by the director of this agency, Arsen Zhumadilov. After the end of martial law, the DOT and the Defense Procurement Agency will be merged.

Until then, the commission will coordinate the approaches and synchronize the strategies of both agencies, as well as adapt the legislative framework.

“This approach will allow us to coordinate all key processes in advance and be ready for a full transition to a new model of work without losing efficiency and operational capacity,” the Defense Ministry emphasized.

In addition, the Ministry of Defense adds, this will help to use budget resources more efficiently.

Defense Minister Rustem Umerov noted that the DOT launched in 2023 saved the state more than UAH 26 billion by attracting new suppliers and launching the DOT-Chain IT system.

Earlier, Arsen Zhumadilov, head of the Healthcare Agency, spoke about his intention to merge the DOT and the Healthcare Agency into one agency. He explained that the state “has the luxury of maintaining two agencies during martial law” because Ukraine has a large army that requires a lot of procurement.
