Ministry of Defense explains how to pay online fine for violation of military registration in “Reserve”

Deputy Minister of Defense for Digitalization Kateryna Chernogorenko said that citizens who have violated the requirements of military registration can pay a fine without having to visit government agencies in person. This was reported by the press service of the ministry, Komersant ukrainskyi reports

This summer, a new online feature in the Reserve application will be launched in Ukraine – payment of fines for violations of military registration with a 50% discount. This became possible thanks to the Law No. 4316-IX of March 13, 2025, signed by the President, which amends the Code of Ukraine on Administrative Offenses.

Who can take advantage of the 50% discount?

The discount applies to:

  • citizens liablefor military service who recognize the fact of the violation and voluntarily pay the fine online;
  • citizens who are already performing military service– they are completely exempt from paying the accrued fine.

How to pay a fine through the Reserve?

The procedure for online payment of fines to the Reserve will be as simple and convenient as possible. It consists of the following steps:

  1. Submission of anapplication: The user submits an application through the Reserve application, in which he/she acknowledges the violation of the rules of military registration.
  2. Obtaining a resolution: After verifying the application (within 3 days), the MCC issues a decision on the administrative offense, which is sent to the Reserve.
  3. Payment of the fine: The citizen pays the fine using the details specified in the application. If the payment is made within 20 days after the decision is issued, a 50% discount is applied. For example, instead of UAH 17,000, only UAH 8,500 is required to be paid.
  4. Confirmation ofexecution: After payment, the system automatically records the execution of the decision, and the case is closed.

Important: If the fine is not paid within 20 days, the citizen will have to pay the full amount without a discount.

What are the fines for violations of military registration?

We remind you that failure to update personal data within the statutory period (60 days) without valid reasons is an administrative offense. According to the Code of Ukraine on Administrative Offenses, the fines for such violations are as follows:

  • UAH 17,000 to UAH 25,500 for individuals who failed to update their data on time.
  • In case of repeated violation or violation during a special period, the fines may be higher, and failure to pay the fine may result in a double penalty through the state executive service.

The new function in the Reserve will allow you to avoid additional costs if you pay the fine voluntarily and on time.

How to prepare to use the new feature?

To take advantage of the opportunity to pay a fine at a discount, persons liable for military service should:

  1. Update the Reserve : Make sure you have the latest version of the app, available from the App Store or Google Play Market.
  2. Verify data: Check your military registration data through Reserve to avoid new violations.
  3. Follow the news: The function of paying fines is expected to become available in the summer of 2025. Follow the official announcements of the Ministry of Defense and the Reserve.
  4. Act quickly: If you have received a fine order, do not delay payment to take advantage of the 50% discount.
