The Ministry of Education has invented a new exam for admission to graduate school

The Ministry of Education and Science of Ukraine has come up with a new test for applicants planning to enter graduate school. The Ministry of Education and Science wants such applicants to take an exam in the philosophy of science, reports Komersant ukrainskyi citing Osvita.ua. This nationwide exam should replace the traditional entrance exams previously organized by universities.
The changes are envisaged in the draft new Procedure for Admission to Higher Education Institutions, which the Ministry of Education and Science of Ukraine (MES) has published for public discussion.
It is proposed that in order to be admitted to graduate school, an applicant must
- pass the Unified Entrance Examination (UEE), which includes a test of general academic competencies (TGAC) and a foreign language (minimum score of 150 points for each block);
- pass the Unified Professional Entrance Examination (UPEE) in Philosophy of Science, where it is necessary to score at least 100 rating points.
- pass an additional university exam in a foreign language, specialty, or other entrance tests (these may include interviews, presentations of research proposals, or demonstration of professional achievements, depending on the admission rules of a particular educational institution).

The Ministry of Education and Science explained the need for these and other innovations in university admission by the following red tape:
“Possible consequences of the implementation of the draft act for various social groups and stakeholders: ensuring the possibility of enrolling individuals to study for higher education in 2025. Enabling applicants to receive higher education at a higher education institution at the expense of the state budget through transparent mechanisms. Ensuring the possibility for higher education institutions to conduct an admission campaign in 2025, and, therefore, ensuring the operation of these institutions.”
For those applying for postgraduate studies in a different specialty or field of knowledge than the master’s degree, the university may set additional entrance exams.
