The Ministry of Justice reassured: there was no data leakage after the hostile cyberattack on the registries
20 December 13:35Despite the large-scale cyberattack, all the data in the state registers has been saved. This was announced during a briefing by Deputy Prime Minister Olha Stefanishyna, Komersant ukrainskyi reports.
As it is known, as a result of this attack, the Ministry of Justice suspended the operation of all state registers administered by the Ministry of Justice to avoid further threats.
“All the data that was in the registers maintained by the Ministry of Justice has been saved. They are subject to restoration. That is, the registers will be restored, this data will be restored. It is only a matter of time,” the Vice Prime Minister said.
According to Olga Stefanishyna, one of the biggest issues today is state registration of real estate and business, as it should be carried out exclusively by the software of state registries.
Therefore, first of all, the Ministry of Justice will restore the Unified Register of Powers of Attorney, the Unified Register of Special Forms of Notarial Documents and the Inheritance Register, which will ensure proper data accounting and minimize the negative impact of potential illegal notarial acts.
The next priority is to restore the State Register of Civil Status Acts, the Unified State Register of Legal Entities and Individual Entrepreneurs, and the State Register of Real Estate Rights and Encumbrances.
The official said that the restoration of the registers would begin on Monday and that they would try to fully restore the registers within 2 weeks.
She also assured that there are currently no restrictions on the rights of citizens to access civil registration, i.e. birth, death, marriage and divorce certificates. They can be carried out in the usual manner, but with the use of paper media. Actions regarding wills will be carried out by a notary without access to the registers.
The Russian cyberattack has been prepared for a long time
According to Volodymyr Karastelyov, acting head of the SBU Cyber Security Department, the Russian cyberattack on the registers of the Ministry of Justice was probably prepared for several months.
He noted that the Security Service of Ukraine is taking comprehensive measures in three areas: repelling the cyberattack; restoring the infrastructure and overcoming the consequences; and documenting the cyberattack as a crime.
The SBU opened a criminal investigation into the incident under a number of articles of the Criminal Code of Ukraine, including Article 438, “Violation of the laws and customs of war.” The main version being considered by the SBU is the involvement of Russian special services in the attack, in particular, the game of the Russian Federation’s General Staff.
