Between January and July 2024, the total cash expenditures of the general fund of the state budget amounted to UAH 1.8 trillion, which is UAH 168.7 billion or 10.3% more than in the same period last year. In particular, UAH 264.3 billion was spent in July. This is evidenced by the monthly reporting data of the State Treasury Service of Ukraine, Komersant ukrainskyi reports
Main areas of state budget expenditures:
uAH 707.9 billion – for wages and salaries (including UAH 107.6 billion in July) or 39.1% of the total expenditures spent in January-July 2024 (up by UAH 38 billion, or 5.7%, compared to the same period last year). In particular, UAH 537.9 billion was allocated for the salaries of military personnel (UAH 80.9 billion in July);
– uAH 294.6 billion was allocated to pay for the use of goods and services (in July, this figure was UAH 46.4 billion), or 16.3% of total expenditures. This includes:
- uAH 165.3 billion to support the Armed Forces of Ukraine and other military formations and law enforcement agencies. This includes the purchase of military equipment, weapons, ammunition, defence products, personal protective equipment (helmets, body armour and other special equipment), fuels and lubricants, food, and utility bills;
- uAH 89 billion – transferred by the National Health Service of Ukraine to implement the programme of state guarantees for medical care for the population;
– uAH 328.6 billion for social security (payment of pensions, allowances, scholarships) (in July – UAH 46.5 billion) or 18.2% of total expenditures, which is UAH 24 billion or 7.9% more than in the same period last year, including
- uAH 158.6 billion transferred to the Pension Fund to finance the payment of pensions, allowances and pension increases;
- uAH 66.2 billion for the social protection of children and families, protection of citizens in difficult life circumstances, and support for low-income families;
- uAH 25.6 billion – for housing subsidies and benefits to citizens for the payment of housing and communal services, purchase of solid and liquid heating oil and liquefied gas;
– uAH 168.6 billion – for subsidies and current transfers to enterprises (institutions, organisations) (in July, this amounted to UAH 22.2 billion), or 9.3% of total expenditures. This includes:
- uAH 144.4 billion for the purchase of goods to meet the needs of the Armed Forces of Ukraine;
- uAH 13 billion to ensure the functioning of the Entrepreneurship Development Fund;
– uAH 154.9 billion for public debt servicing (UAH 22.1 billion in July), or 8.6% of the total (up by UAH 26.8 billion, or 20.9%, compared to the same period last year);
– uAH 104.9 billion – for transfers to local budgets (in July – UAH 12.7 billion) or 5.8% of the total (up by UAH 12.7 billion or 13.7% compared to the same period last year).
