The Cabinet of Ministers announced changes in the healthcare system: details

On January 17, the government approved the Healthcare Development Strategy until 2030. This was announced by the Prime Minister of Ukraine Denys Shmyhal, reports Komersant ukrainskyi.
According to the Prime Minister, the Strategy implementation plan was approved for the next 3 years.
Among other things, the document provides for
- involvement of departmental and specialized medical institutions in the program of medical guarantees;
- implementation of fifteen priority regional investment projects in healthcare;
- expanding access to medical services for war veterans;
- expanding the “Affordable Medicines” program.”
- creation of more than 300 outpatient rehabilitation spaces and much more;
- restoration of Okhmatdyt;
- further development of the system of quality shelters in hospitals.

According to the Ministry of Health, the Strategy is aimed at identifying key health problems of Ukrainians and formulating solutions that will help solve them.
The goal of the Strategy 2030 is to create an effective and sustainable healthcare system where everyone can take care of their health, maintain it, preserve it and receive the necessary medical care, and everyone involved in its provision will have transparent and effective tools to realize their potential and influence policy-making at all levels.
“High-quality, accessible, free medical care for everyone and the readiness of the medical system to respond to challenges and threats – this is the global goal of the Strategy 2030. While working on it, we tried to create not a formal document, but to clearly define what we want the healthcare system to look like in the coming years and a program of action where the priorities of peaceful life are combined with the challenges of war. After all, the health of the nation is not only an indicator of the country’s well-being, but also its potential for development,” said Viktor Liashko, Minister of Health of Ukraine, speaking about the document.
Strategy 2030: what it provides in detail
Universal access to quality healthcare services
- Primary healthcare is the key.
- Development of multidisciplinary medical institutions.
- Wider access to the “Affordable Medicines” program.
- Creating a culture of healthy lifestyle.
Human capital development and investment attraction
- Better medical education. Implementation of training, internship and continuous professional development programs. Development of university hospitals.
- Creating decent working conditions.
- Development of medical infrastructure, modernization of equipment and creation of new jobs.
Strengthening coordination and management of the healthcare system
- Integration with European standards.
- Preparation for the emergency in the healthcare sector.
- Improving the system of financing and efficient use of resources, controlling the quality of medical services.
The relevant ministry assures that after the Strategy is implemented, Ukrainians will have greater access to quality services, more preventive programs, convenient patient routes, and modern digital tools for interacting with the medical system.
The implementation of the Strategy should also compensate for the losses caused by the war and develop a new level of healthcare system – sustainable, modern and efficient.
