It has been almost a year since the Verkhovna Rada removed the “military” and “security” personal income taxes (PIT) from community budgets in favour of the central government and transferred them to a special state budget. In this way, it redistributed funds between the State Service for Special Communications, the Ministry of Defence of Ukraine, the Ministry of Strategic Industries, the military, and others. However, according to the information provided by the Ministry of Finance at the request of the Association of Ukrainian Cities, as of July this year, the state has not allocated more than half of the “military” personal income tax to the needs of the Armed Forces.
To find out how the money was used, Komersant ukrainskyi sent a request to the State Special Communications Service, in response to which the agency said that as of 1 August this year, cash expenditures amounted to UAH 28,700,971.67 thousand, which is 71% of the amount of funding received from the state budget.
“The Administration of the State Special Communications Service of Ukraine has been allocated UAH 8,708,606.8 thousand in the special fund expenditure plan for 2023, and UAH 58,810,008.2 thousand for 2024.
In 2023, the Administration of the State Special Communications Service received funding in the amount of UAH 8,708,606.8 thousand from the state budget only at the end of the budget year (21 December), which made it impossible to use the funds in 2023. At the same time, the balance of funds as of 01.01.2024, in accordance with paragraph 1 of the Resolution of the Cabinet of Ministers of Ukraine No. 376-r dated 30.04.2024 “Issues of allocation of the balance of the special fund of the state budget in 2024”, was sent to the Administration of the State Special Communications Service for its use in the current year.
In fact, in January-July 2024, the Administration of the State Special Communications Service received UAH 40,639,887.3 thousand from the state budget.As of 01.08.2024, cash expenditures amounted to UAH 28,700,971.67 thousand, which is 71% of the amount of funding received from the state budget,”
