The government has approved a pilot project for the distribution of humanitarian aid in the form of liquefied natural gas for the needs of household consumers. This was announced by the Permanent Representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnychuk, Komersant ukrainskyi reports
Residents of Donetsk, Sumy, Kharkiv and Kherson regions will be able to receive free gas in cylinders.
“Local authorities will collect applications from citizens and pass them on to gas distribution networks. Special attention will be paid to veterans, large families, single people, people with disabilities and the poor,” Prime Minister Denys Shmyhal said at a government meeting.
The pilot project will be implemented during 2024-2025.
Who will be able to receive free gas in cylinders
The humanitarian aid will be available to Ukrainians who are registered (reside) in the territories included in the list of territories where hostilities are being (were) conducted or temporarily occupied by the Russian Federation, approved by the order of the Ministry of Reintegration of 22 December 2022 No. 309, and who meet one of the following conditions
1) reside in an area where there is no or temporarily no centralised supply of natural gas and/or electricity as a result of hostilities and/or an emergency and use or have the possibility of using liquefied gas, in particular for cooking and heating;
2) use gas household appliances that are configured exclusively for the consumption of liquefied gas;
3) belong to vulnerable groups, namely:
- large families;
- families with a child with a disability or a child who has not been diagnosed with a disability but has severe perinatal nervous system damage, severe congenital malformations, rare orphan diseases, oncological, onco-haematological diseases, cerebral palsy, severe mental disorders, type I diabetes mellitus (insulin-dependent), acute or chronic kidney disease of the IV degree, is a child who has suffered a serious injury, needs organ transplantation, or palliative care;
- low-income families with a child;
- foster parents, adoptive parents, guardians or carers of children who, as a result of the death of their parents, deprivation of their parental rights, parental illness or other reasons, were left without parental care and, in accordance with the law, acquired the status of an orphan or a child deprived of parental care;
- single mothers or fathers with a child;
- families of single mothers or fathers;
- pregnant women;
- elderly persons;
- persons with disabilities;
- war veterans and their families.
How to apply for free gas in cylinders
Applications should be submitted to local authorities, which will pass them on to gas distribution networks.
The application for humanitarian aid must contain the following information about the recipient of the humanitarian aid
- surname, full name, patronymic (if any)
- date of birth;
- taxpayer registration number or series (if any) and passport number of a citizen of Ukraine (for individuals who, due to their religious beliefs, refuse to accept the registration number of the taxpayer registration card and have officially notified the relevant supervisory authority and have a note in their passport);
- documents established by law confirming compliance with the conditions specified in clause 17 of this Procedure;
- number of persons registered (living) in the household;
- address of the place of residence (stay);
- contact phone number;
- whether or not it is possible to receive humanitarian aid directly at the gas filling station or gas filling point.
Local administrations will compile a generalised list of applications for humanitarian aid on a weekly basis and send them to the gas distribution system operator and/or business entity.
The humanitarian aid will be provided on a quarterly basis, subject to the availability of liquefied natural gas provided by the donor, PJSC Ukrnafta and JSC Ukrgasvydobuvannya, free of charge by providing liquefied natural gas weighing up to 63 kilograms (inclusive) per person registered and actually living in the household.
At the same time, only one person from each household at a given address can receive humanitarian aid.
The humanitarian aid will be stored at the chosen place of its provision until it is received, but not more than 10 working days from the date of receipt of the notification of the possibility of receiving it by the recipient of the humanitarian aid.
If the recipient of the humanitarian aid does not appear to receive it within 10 working days after receiving the notification, the previous application is cancelled automatically, and the humanitarian aid may be issued to another recipient.
In this case, the recipient of the humanitarian aid may reapply on the same basis as before.
