“Zelensky’s Thousand”: what has changed, how to get it, and how much money has been allocated for payments
22 November 21:54The government has approved the presidential program to pay out Zelensky’s thousand. [ Komersant explains how to get financial assistance from the state.
Citizens residing in Ukraine, regardless of age, are eligible to receive the assistance. The payments will last from December 2024 to February 2025. The amount must be spent by the end of 2025.
The balance of unused funds will be returned to bank accounts, and they, in turn, will return the funds to the Ministry of Economy.
What you can spend the aid on:
- services (utilities, medical, transportation)
- medicines
- books
- charity;
- donations to the Armed Forces of Ukraine.
How to get help
Through the mobile application “Diia”
You need to open a “National Cashback” card in one of the partner banks. After that, activate the card in the Diia administrative services application. Only then can you apply for UAH 1 thousand in the same application.
Through Ukrposhta
Pensioners and people with disabilities can receive state aid when paying a pension or social assistance at a branch of the national postal operator. The money can be spent until the end of March 2025.
Through a bank
Guardians of children, people over the age of 65 who do not have a Diia account, and people who do not have a RNOKPP due to religious beliefs can apply for the Zelenskyi Thousand payment at a partner bank.

“National cashback” was sacrificed for “Winter support”
MP Nina Yuzhanina wrote about this in her Telegram channel.
“In order to provide “a thousand to everyone”, the Cabinet of Ministers amended the resolution on cashback dated August 20, 2024, No. 952. That is, as I expected, the conditions will be the same as for cashback, including the disclosure of bank secrecy,” Yuzhanina wrote.
The MP joked that after the changes made by the Government, the support program changed its name to the “Experimental project on providing one-time state financial assistance “Winter Support” within the framework of the All-Ukrainian Economic Platform “Made in Ukraine”.
Yuzhanina also said that some of her colleagues reported specific amounts allocated from the state budget for Winter Support.
“The CMU resolution does not contain this, but there is one interesting point that the cashback for December 2024 will be transferred in February 2025. In the absence of budgetary funds under the cashback program in the next budget period to provide state financial assistance to buyers, the accrual of cashback to its recipients is suspended starting from January 1 of the next budget period, and the recipient of the accrued cashback for December 2024 is not transferred. In simple words: cashback is being sacrificed for the sake of the “Winter Support”,” the MP explained.
She also showed simple calculations:
- uAH 3 billion is budgeted for cashback by the end of this year;
- uAH 156.4 million of cashback was paid in the first two months of the project (September – UAH 37.2 million, October – UAH 119.2 million);
- the government has recently increased cashback funds by UAH 1 billion by redistributing them from investment funds (CMU Resolution 1100-r of 08.11.2024);
- the Minister of Economy announced UAH 1 billion of cashback funds to be allocated by the government in early 2025;
- uAH 9.3 billion of unused funds taken from the Unemployment Fund.
As a result, according to preliminary data, the Winter Support will cost the state about UAH 15 billion.
