Temporary certificate instead of a passport: who will be issued

For two years, a temporary certificate will be issued in Ukraine instead of a passport. The innovation applies to people who live in the temporarily occupied territories or in settlements where hostilities are ongoing. The decision was made by the Cabinet of Ministers, according to

“First of all, such a strategy was agreed upon for the return of Ukrainian citizens from the temporarily occupied territories through third countries,”

– the statement said.

The innovations are envisaged in the document “On the Implementation of a Pilot Project on Issuing Temporary Identity Cards to Citizens of Ukraine Residing in the Territories Waging Hostilities or Temporarily Occupied by the Russian Federation.”

“It is impossible to issue an identity card for returning to Ukraine to citizens of Ukraine who are in the temporarily occupied territory, given that some countries, especially the aggressor state, will use this as Ukraine’s recognition of the occupied territories as the territory of a foreign state,”

– the statement reads.

The decision will allow Ukrainian citizens to obtain an identity document confirming their citizenship. With this document, people will be able to travel through the territory of the Russian Federation, in particular, to enter the territory of third countries and apply to foreign diplomatic institutions for a passport of a citizen of Ukraine for travelling abroad.

The possibility of using such a document in other countries will be agreed upon with the assistance of the Ministry of Foreign Affairs.

A temporary certificate will be issued to:

  • persons who have lost their passport of a citizen of Ukraine, in whose name a passport of a citizen of Ukraine and/or a passport of a citizen of Ukraine for travelling abroad has been issued using the Unified State Demographic Register, or in whose case there is information on the issuance of a passport of a citizen of Ukraine/passport of a citizen of Ukraine for travelling abroad, which is recorded in the form of electronic data in the departmental information system of the SMS;
  • persons under the age of 18, for whom there is no information in the Register or in the departmental system of the SMS.

According to the procedure, the temporary certificate of a citizen of Ukraine will be issued by the SMS on the basis of applications from

  • one of the parents (adoptive parents);
  • guardians, trustees or other legal representatives;
  • one of the spouses;
  • adult child or grandchild;
  • sibling (full or half) brother/sister;
  • an official request from the Ministry of Reintegration.

A temporary Ukrainian ID card will be issued free of charge within 15 working days from the date of submission of the application form.

The ready-made document will be sent to the relevant territorial body of the SMS or the Ministry of Reintegration for transfer to a legal representative or family member.

The representative will hand the document over to the person in whose name the temporary certificate is issued.
