As was reported in ExPro Electricity Weekly, according to the draft tariff published by Ukrenergo, it is proposed to increase the electricity transmission tariff by 48% in 2025, to 783.71 UAH/MWh. The transmission tariff for green metallurgy is proposed to be set at 441.05 UAH/MWh. The final decision will be made by the Regulator after an open discussion procedure, reports [Kommersant].
According to the system operator’s calculations, almost half of the costs will continue to be spent on special duties – UAH 33.6 billion out of UAH 77.1 billion. The largest share, UAH 26 billion, is the cost of performing special duties to ensure the public interest, except for private households.
In 2025, it is planned to spend UAH 18,349,300 thousand on the purchase of electricity to compensate for the technological costs of electricity.
The purchase of the required amount of electricity to compensate for technological costs during its transmission in the next year is planned as follows: 20% of the electricity is planned to be purchased on the day-ahead/intraday market at a price of UAH 6,543.07/MWh (excluding VAT). To calculate the planned price, the weighted average DAM price for the first half of 2024 according to Market Operator JSC was taken as UAH 3,871.64/MWh (excluding VAT) and increased by 69%, which is equal to the increase in the weighted average DAM price in June-July 2024 compared to June-July 2023.
The increase is due to the increase in the price caps on the day-ahead market and the intraday market as of 1 June 2024 as a result of the NEURC Resolution No. 949 dated 20 May 2024.
In turn, 77% of electricity is planned to be purchased under bilateral contracts at a price of UAH 5,888.76/MWh (excluding VAT). To calculate the price, the weighted average price of the DAM was taken – UAH 6,543.07/MWh (excluding VAT), reduced by 10% based on the actual difference in prices on the bilateral contracts market and the DAM for the first half of 2024
And 3% is planned to be purchased on the balancing market at the DAM price of 30% in accordance with the formula for writing off/charging for electricity imbalances provided for in the Market Rules approved by NEURC Resolution No. 307 dated 14.03.2018 (as amended). The projected price for 2025 is UAH 8,505.99/MWh (excluding VAT).
In addition, the proposed tariff for dispatch control services for 2025 is 104.7 UAH/MWh, which is almost at the level of the current tariff (104.57 UAH/MWh).
