The Ministry of Health plans to announce a tender for the restoration of the new building of Okhmatdyt next week. This was announced during a briefing by Deputy Minister of Health Edem Adamanov, "Komersant Ukrainian" reports citing Ukrinform.

“We plan to announce a tender for major repairs to the new building in the first part of May. I hope it will be next week. The estimated cost of the work is the cost that the design and estimate documentation (DED) has been submitted for examination – it is UAH 396 million,” Adamanov said.


He added that the funding will be provided by the Okhmatdyt – Healthy Childhood Charitable Foundation through Prozorro. The tender is expected to be completed in May.

The Ministry of Health expects that construction work on the overhaul of the new building will begin in June.

Adamanov reminded that in 2024, the new building of Okhmatdyt underwent priority emergency repairs worth UAH 7.5 million, which allowed the hospital’s departments located in this building to operate. An international engineering company was also engaged as a customer service to provide technical supervision.

As Adamanov explained, this step was necessary because the ministry does not have consulting engineers or construction workers who could carry out the relevant work to assess the damage and develop design and estimate documentation.

“The company was hired under a World Bank grant. Certain funds are paid for their involvement. We also signed a contract for the development of design and estimate documentation for UAH 13.7 million,” Adamanov said.

He also informed that on April 14, a contract was signed for the development of design estimates for the restoration of the transformer substation.

“We expect it to be developed by June 1, these are the terms of the contract. The equipment for its operation has already been delivered. The equipment was supplied by international partners, at that time it was USAID. This equipment is stored at the hospital. After the development of the project design and passing the expert evaluation, we will announce a tender directly for the construction and restoration of the transformer substation. This is scheduled for June 2025,” Adamanov said.

According to the Deputy Minister, there is also scientific and design documentation and a tender has already been announced for the conservation of the buildings of the third and administrative buildings, which are historical monuments. In particular, UAH 4.5 million has been allocated for the conservation of the third building, and the cost of conservation of the administrative building will amount to UAH 767 thousand, which will be financed through the United24 platform. The work is scheduled to begin in May 2025.

According to Adamanov, the surgical building is currently unusable, and a survey was conducted, a technical report was obtained, and a medical task was developed. An international engineering company has prepared a design assignment in accordance with the procedures, rules, and with funds from the World Bank. It involves feasibility study and development of design and estimate documentation.

“This work will show us whether it makes sense to restore this building or whether it makes sense to demolish it and build a new one. … We expect that by the end of this year we will already see the finished documents and know how much the surgical building will cost us and whether we will restore or build it again,” Adamanov said.

According to the Ministry of Health, after the Russian attack on the Okhmatdyt National Specialized Hospital last summer, the hospital received over UAH 337 million in aid to the hospital’s accounts, including USD 1 million from the Lithuanian government, about UAH 379 million to the account of the Okhmatdyt – Healthy Childhood charity fund, UAH 320 million was raised as part of a joint fundraising campaign by UBITED24 and Monobank, USD 11.2 million was allocated by the Warren Buffett Foundation for the purchase of equipment, UAH 300 million was allocated by the government from the state budget of Ukraine, and UAH 80 million was raised by the Tabletochki charity fund to overcome the consequences of the attack.

They said that the reconstruction of the Okhmatdyt children’s hospital must comply with state building codes and technical standards.

“The first main question that everyone always asks is: why is it taking so long? Let me remind you that compliance with state building codes and technical standards is mandatory. Let me remind you that this facility has the highest status of construction complexity. This means that it is impossible to build it without design and estimate documentation and without expertise,” Adamanov said.


According to the deputy minister, it is important that the hospital continues to provide medical care during the reconstruction.

“This actually complicates the recovery process. This includes the noise level, the process that will take place, how the structures will be placed, which windows, the order in which they are removed, how they are mounted. Unfortunately, this also takes time,” Adamanov explained.

He noted that the decision to conduct a state examination of the design and estimate documentation for the hospital’s reconstruction was made to ensure that the quality and transparency of all processes were not in doubt.

“This is the documentation without which it is impossible to determine the scope of work, the materials needed, and the prices directly for these materials and work,” Adamanov said.

on July 8, 2024, as a result of a missile strike, the Okhmatdyt Children’s Hospital was severely damaged. The new medical and diagnostic building, the administrative and toxicology buildings, the transformer substation and the surgical building were the most affected.
