The Kyiv Defense Council has sent a decision to introduce possible changes to public transportation during air alert for revision before its next meeting.
This was reported by the Kyiv City State Administration, Komersant ukrainskyi reports.
According to the first deputy head of the KCSA, Mykola Povoroznyk, the city has repeatedly appealed to the State Emergency Service of Ukraine, the military, and the police about the possibility of changing the algorithm of public transport during air alerts, in particular in December last year.
“The answer was the same: the security situation is such that we cannot allow it,” he said.
According to Povoroznyk, the draft document that was submitted to today’s meeting of the Kyiv Defense Council provided that the decision to stop or continue the movement of ground public transport would be made directly by the driver.
According to him, the draft decision was about ground public transport, and not a word about the subway.
“The draft decision proposed today shows that the security situation in the subway has not changed. And ground transportation can be released at the discretion of the driver. And the situation with electric transport remains unclear, when one tram or trolleybus driver stopped because he made such a decision. What about those who stopped behind, but want to go. Stopping one tram means stopping traffic on the entire line. What is the algorithm of actions here?” said Povoroznyk.
He emphasized that decisions on changes in public transportation should be worked out more carefully with members of the Kyiv Defense Council.
“We have no right to shift responsibility to one driver. Everyone must understand their responsibility – both for the safety of people and for the functioning of the city under martial law,” Povoroznyk emphasized.
Earlier, the Kyiv City Military Administration believes that if the decision to stop public transport during air alert is changed, new safety protocols for drivers and passengers should be developed.
