US and Ukraine sign memorandum on monitoring the use of aid

Ukraine and the United States are stepping up cooperation in monitoring the use of financial and military assistance from the US government. In particular, today the Ukrainian Ministry of Defence signed a memorandum with US inspectors who came to check how US aid is used in Ukraine. This was reported by citing the press service of the Ministry of Defence of Ukraine.
The memorandum was signed during a meeting between Minister of Defence of Ukraine Rustem Umerov and Inspector General of the US Department of Defence Robert Storch in Kyiv. It was signed by the Chief Inspector of the Ministry of Defence, Admiral Ihor Voronchenko, on behalf of Ukraine, and by the US Inspector General of the US Department of Defence, Robert Storch. The purpose of the document is to strengthen cooperation in controlling the use of international assistance.
In particular, the document provides for
- exchange of relevant information on security assistance provided by the United States to Ukraine to prevent fraud or corruption;
- conducting joint activities to detect fraud and corruption;
- establishing a mechanism for the mutual transmission of requests related to relevant investigations;
- holding periodic meetings to identify priority areas of cooperation.
Three inspectors from the US Department of Defence, the State Department and USAID – Robert Storch, Diane Shaw and Paul Martin – arrived in Kyiv the day before. They are to check whether US aid to Ukraine is being used properly. The U.S. government launched a separate mission to verify the aid after the House Foreign Affairs Committee passed a draft resolution last year requiring the Biden administration to report on funds allocated to Ukraine.
