The case of Prokopiv: Kyiv Court of Appeal upholds preventive measure against him

On May 23, the Kyiv Court of Appeal considered an appeal against the preventive measure imposed on Kyiv City Council deputy Volodymyr Prokopiv, who is suspected of facilitating illegal border crossings by men of military age. This was reported by Kyiv 24 in a telegram, "Komersant Ukrainian" reports.
The court upheld the decision of the Holosiivskyi District Court – two months of round-the-clock house arrest with the mandatory wearing of an electronic bracelet.
According to Prokopiv’s lawyer, the appellate instance did not make any changes to the previous decision. The MP himself called the hearing a “farce” and said he did not agree with the court’s decision.
Earlier, Prokopiv was notified of suspicion of facilitating the illegal departure abroad of men subject to mobilization during martial law.

Volodymyr Prokopiv, former deputy head of the Kyiv City State Administration (KCSA), is involved in criminal proceedings related to the organization of illegal departure of men of military age abroad.
The essence of the suspicion
Law enforcement agencies accuse Prokopiv of facilitating the departure of 31 men abroad under the guise of humanitarian cargo transportation. According to the investigation, he allegedly helped conscripts leave Ukraine using fake documents and schemes related to humanitarian aid.
Court decisions
on April 22, 2025, the Holosiivskyi District Court of Kyiv imposed a measure of restraint on Prokopiv in the form of round-the-clock house arrest for 60 days. The official’s lawyers appealed, but the Kyiv Court of Appeal upheld the decision.
Prokopiv’s reaction
Prokopiv called the charges against him absurd and politically motivated. He stated that the case was a “well-thought-out scenario from Bankova Street” and that he did not intend to accept the court’s decision.
Context
In October 2024, Kyiv Mayor Vitali Klitschko suspended Prokopiv from office following a journalistic investigation by Bihus.Info that revealed that his family owned a significant number of real estate properties of dubious origin.
