Special pensioners are the best people in Ukraine
Special pensioners in Ukraine are special categories of citizens who are entitled to higher pension payments than ordinary pensioners. They include prosecutors, judges, former civil servants, law enforcement officers, military personnel, and Chernobyl victims. According to the Ministry of Social Policy, every fifth Ukrainian pensioner is entitled to some kind of preferential pension, which is many times higher than in developed countries.
The amount of special pensions is significantly higher than regular pension payments. At the beginning of 2023, the average prosecutor’s pension was 4.5 times higher than the average pension in Ukraine, and the salary of judges was 21 times higher. In addition to the main categories, people who worked in jobs with hazardous working conditions according to the so-called Lists 1 and 2 are entitled to preferential pensions.
The cost of special pensions is a serious burden on the state budget and is constantly growing. In the first 9 months of 2024, the state spent almost UAH 88 billion on special pensions, which is 20% more than in the same period in 2023. Additionally, debts on court decisions to recalculate pension payments are growing.
