Zelensky signed 7 laws today: what will change for Ukrainians

Extension of martial law and mobilization
Thanks to the signed laws #12152 and #12151, martial law and general mobilization have been extended, which will strengthen the country’s defense capabilities and support the Armed Forces of Ukraine in the face of continued Russian aggression.
Banks will provide information on financial transactions upon request of the National Police
From now on, in order to prevent or stop erroneous, improper payment transactions that have signs of a criminal offense, payment service providers are obliged to immediately provide information upon electronic requests from the National Police of Ukraine:
- about such a payment transaction, in particular, the surname, name and patronymic (if any) (full name) of the recipient and the full name of the recipient’s payment service provider, the unique identifier of the recipient
- payment device identifier,
- code identifying the transaction in the payment system,
- full number of the payment instrument issued,
- recipient’s account number.
Extension of the powers of the Public Council of International Experts
Pursuant to Law No. 11426, the powers of the Public Council of International Experts, which is responsible for the selection of judges to the High Anti-Corruption Court (HACC), have been extended. This decision will help to increase the transparency and efficiency of the judicial selection process, which is important for fighting corruption in the judiciary.
This law is the implementation of EU recommendations and a necessary step to enable Ukraine to fulfill its obligations under the Ukraine Facility to increase the number of HACC judges (deadline: first quarter of 2025). It is also aimed at implementing a part of the IMF program.
The term of office was extended until April 2026.
Rights of national minorities in settlements
Law No. 9610 amending the Law of Ukraine “On National Minorities (Communities) of Ukraine” allows the use of languages of national minorities in advertising, events and assistance in the settlements where these minorities live.
It also provides for the establishment of national minority centers in the respective communities.
Division of powers of central authorities in the field of labor
Law No. 9219 delineates the powers of central executive authorities in the areas of industrial safety and labor protection.
From now on, the State Labor Service of Ukraine will transfer a number of functions to other agencies. In particular, the registration of heavy-duty vehicles will be transferred to the Ministry of Internal Affairs, and control over job advertisements will be transferred to the State Service of Ukraine on Food Safety and Consumer Protection.
Restrictions on palm oil in food products
Law No. 5148 introduces strict restrictions on the use of palm oil in food products. It is prohibited to use hydrogenated palm oil and other hydrogenated fats in baby food and dairy products, as well as in confectionery products such as chocolate and ice cream.
Violations are subject to fines, and products containing palm oil must be clearly labeled.
This decision is aimed at improving the quality of food products in Ukraine and protecting consumer health.
