Medicines in rural areas should soon become more affordable: details about the government’s initiative

Access to medicines in rural areas may soon be significantly expanded, "Komersant Ukrainian" reports citing thePharmaMedia. The State Service of Ukraine on Medicines has published a draft resolution that will allow medical institutions in villages to dispense medicines not only according to a fixed list. The Cabinet of Ministers of Ukraine is to introduce the relevant amendments to clause 158 of the Licensing Conditions for Pharmaceutical Activities.
The draft resolution has been developed in accordance with the Decree of the President of Ukraine No. 483/2024 dated July 26, 2024 “On Measures to Ensure Accessibility of Medical and Rehabilitation Care, Medicines and Medical Devices in Rural Areas”.

Currently, the mandatory minimum list of medicines and medical devices for dispensing in rural healthcare facilities is regulated by Order of the Ministry of Health of Ukraine No. 495 of September 27, 2005 “On Approval of the Minimum Mandatory Assortment of Medicines and Medical Devices for Paramedic and Obstetric Units”. This document was recognized as outdated and not actually working.
The main objectives of the proposed changes are:
- Expanding the range and improving the availability of medicines in rural areas.
- Simplifying the work of the staff of rural healthcare facilities in terms of ensuring the constant availability of the mandatory minimum list of medicines and products.
- Ensuring continuity of medical care for the rural population.
- Creating conditions for more efficient use of financial, material and technical, and human resources.
- Bringing the network of rural healthcare facilities and their logistics in line with the real needs of the population.
As a reminder, the government is currently actively fighting high drug prices. On March 1, the Minister of Health of Ukraine Viktor Lyashko announced that prices for 100 of the most popular drugs had been reduced. A month later, however, it turned out that the prices were not going down.
