Scandal in the National Academy of the State Border Guard Service: Colonel detained for embezzlement of state property

The State Bureau of Investigation has detained the vice-rector of the National Military Academy, who forced his subordinates to build a private house on his own land plot. This is reported by Komersant ukrainskyi with reference to the materials of the State Bureau of Investigation.
Investigators found that during 2024-2025, the official systematically used his official position to fulfill his personal needs. In particular, he involved cadets and subordinate employees of the academy in construction work on a private plot of land owned by him personally. In fact, state resources and human potential were used to build his personal house.
During the searches at the construction site, a significant amount of property with inventory numbers of the Academy was found – furniture, household appliances, building materials. Among the seized items were air conditioners, beds, household equipment, decorative items, and even souvenirs with the logos of the educational institution. Some of them were purchased with budget funds allocated for the needs of the academy.
on May 7, 2025, the suspect was detained in accordance with Article 208 of the CPC of Ukraine. He was served a notice of suspicion under two articles of the Criminal Code of Ukraine:
- ч. 5 of Art. 426-1 – abuse of power by a military official during a special period;
- ч. 4 of Article 410 – theft or misappropriation of military property under martial law.
Representatives of the SBI did not provide any additional information about the detainee. However, Ukrayinska Pravda writes that it is the deputy rector for logistics of the Bohdan Khmelnytsky National Academy of the State Border Guard Service of Ukraine, Colonel Petro Tkachuk.
on May 8, the Khmelnytsky City District Court imposed a pre-trial restraint on Tkachuk in the form of detention with an alternative of bail in the amount of UAH 450,000. He was also suspended from duty for the duration of the pre-trial investigation.
According to the investigation, the abuses could have caused losses to the state in excess of UAH 1 million. The final amount of losses will be determined after expert assessments and analysis of financial documents are completed.
What is known about Petro Tkachuk
As of May 2025, there is little publicly available information about Petro Tkachuk. It is known that the man has a PhD in engineering. He has the rank of colonel.
