Fines from the TCC can be paid online and at a discount. What you need to do

The fine for untimely updated data can be paid through the Reserve application. This was reported by Deputy Defense Minister of Ukraine Kateryna Chernogorenko, according to Komersant ukrainskyi.

She reminded that the relevant rules are provided for in the draft law No. 12093, which is being considered by the Verkhovna Rada. Accordingly, online payment of fines will become possible after the adoption of this law.

According to the Deputy Minister of Defense, this draft law “eliminates bureaucratic obstacles” and will allow paying fines in a few “clicks” and even getting a 50% discount, similar to fines for traffic violations. She also explained that immediately after paying the fine, you can update your data in the Register.

Citizens of Ukraine who are abroad will also be able to pay a fine for unupdated data online. This will allow Ukrainians to return home without violations.

How it will work

– The person submits an application to the Register admitting the violation

– The Reserve receives a resolution on the violation

– The person pays the fine using the details in the application. The payment is confirmed and the resolution is closed.

For military personnel, fines for such violations will be completely canceled.

As a reminder, the Verkhovna Rada has already passed in the first reading draft law No. 12093, according to which a person liable for military service who fails to appear at the MCC and JV to clarify military registration data or evades mobilization may pay only 50% of the fine for the violation if he or she does so within ten days. However, this draft law proposes a number of other innovations that are unlikely to appeal to Ukrainians who avoid visiting the MCC and JV. Why fines may be imposed in the SCC

The obligations of citizens, for failure to fulfill which they face a fine, are specified in the government decree No. 1487 and according to it, fines may be imposed for

– failure to update data (if it cannot be obtained from state registers)

– failure to register for military service (including women medics and young men aged 17);

– damage or loss of military registration documents;

– refusal to undergo the VLC;

– failure to notify the MCC of relocation, employment and other changes in personal data;

– failure to appear upon summons (in this case, a registered letter with a summons is considered delivered even if the conscript did not receive it personally).

Fines for failure to appear under a call-up are imposed even if the person who received the call-up has a deferral from mobilization or a disability.

Amount of fines for failure to appear in the MCC:

uAH 17,000 to 25,500 for citizens;

uAH 34,000 to 59,000 for officials and legal entities.

If you do not pay the amount immediately, the fine will be transferred to the executive service and doubled.

How to find out if a fine has been imposed

This can be done using several services:

Opendatabot. It allows you to find out whether an enforcement case has been opened against a person. The service is paid.

Action. You can find out about unpaid fines in the section “Services” – “Taking action on fines for violation of the rules of military registration”.

Unified register of debtors. Here you can also check for unpaid fines. The service is free of charge.

Ukrainians are not in a hurry to pay fines from the Tax and Customs Committee

Since the beginning of the year, about 10 thousand proceedings for unpaid fines have already been opened – almost as many as for the whole of 2023. Such data is provided by the Opendatabot service. [Kommersant]reported.

This year, the most active TCCs are fining Ukrainians in Dnipropetrovs’k region (1,053 proceedings), Kyiv (1,003), and Poltava (916). Almost half of the overdue fines this year were issued to Ukrainians aged 25-35. Another 38% of the proceedings are for people aged 36-45.
