Fines, inspections, deportations: what will change for Ukrainians in Germany

In May 2025, Germany is preparing a number of changes to its policy on Ukrainian refugees. This was announced by the former Consul of Ukraine in Munich Dmytro Shevchenko in a commentary to RBC-Ukraine, "Komersant Ukrainian" reports.

These changes are aimed at reducing social support and toughening the conditions of stay. They are part of broader migration policy reforms initiated by new Chancellor Friedrich Merz.

Main changes for Ukrainian refugees in Germany

1. Changes to the social benefits system

Newcomers. Ukrainians who arrive in Germany after April 1, 2025, will no longer receive the Bürgergeld social assistance (€ 563 per month for a single person). Instead, they will receive lower payments under the Asylum Seekers’ Benefits Act (Asylbewerberleistungsgesetz), which amount to about €460 per month.

For Ukrainians who are already in Germany, the terms of payments remain unchanged for now. However, the government is considering revising these conditions in the future.

2. Stricter employment requirements

Penalties for refusing to work. Able-bodied refugees who refuse to take up job offers may lose up to 30% of their social benefits for three months.

Increased control. The government plans to tighten control over the employment of refugees to encourage their integration into the labor market.

3. Entry restrictions and deportations

Restrictions on entry. Starting May 6, 2025, Germany will tighten border controls. Ukrainians must have a valid biometric passport, confirmation of the purpose of the trip and sufficient financial resources for their stay.

Deportations. The government plans to expand the practice of deportations for people who violate the law or do not meet the conditions of stay.

Reasons for the changes

These changes are caused by several factors:

  • Overload of the social system. The growing number of refugees creates an additional burden on social services and infrastructure.
  • Political pressure. The growing popularity of right-wing parties and criticism of migration policy put pressure on the government to tighten control over immigration.
  • Economic considerations. Reducing the cost of social support will reduce the burden on the state budget.

Ukrainian refugees in Germany should be prepared for changes in the social support system and conditions of stay. It is recommended to closely follow official announcements and consult with the relevant services for up-to-date information.
