MIA service centers have changed the rules: restrictions, sanctions and nuances for drivers

Ukraine has launched an updated electronic registration system for receiving services at the Service Centers of the Ministry of Internal Affairs. This innovation has fully automated the registration process, making it more transparent and convenient. At the same time, new rules and restrictions have emerged that apply to both individuals and legal entities. This was reported by "Komersant Ukrainian" with reference to the Main Service Center of the Ministry of Internal Affairs.
What is the E-recording system and what are its advantages?
The E-recording system allows citizens to book appointments in advance to visit MIA service centers through an online service or self-service terminals. The main advantages of the innovation:
- Full automation: the queue management process has become transparent and protected from external influences.
- Convenient planning: online registration is available 21 days in advance.
- Saving time: the ability to make an appointment on the same day through the terminals in the service center.
However, to ensure equal access to services, the system has certain restrictions on the number of registrations.
Which MIA services are now available by appointment only?
From now on, all services of the MIA Service Center – from driving license exams to vehicle registration – are available only by appointment through the E-record system or self-service terminal.
Limitations on the number of entries
For individuals:
- Online registration: up to 4 entries per month. You can make an appointment 21 days in advance, but the number of seats is limited.
- Registration through the terminal: up to 4 entries per month, which are made on the day of the application.
- Limits reset: limits are automatically updated at the beginning of a new calendar month.
For legal entities:
- Online registration: up to 4 entries per day.
- Registration via the terminal: up to 6 records per day.
- Resetting limits: limits are updated daily.
Important: canceled registrations are also included in the total number of available registrations. If the limit is exceeded, a message will appear on the screen: “The registration limit has been exceeded according to the Applicant’s data”.
Features of registration for exams
Additional restrictions apply to the services of taking theoretical or practical exams:
- If a citizen fails the exam, a second attempt is possible no earlier than 10 calendar days later (counting from the day after the exam).
- For example, if the exam was held on April 1, the next appointment is possible no earlier than April 11.
- If you try to register earlier, the system will display a message: “The registration limit has been exceeded according to the Applicant’s data”.
- If the exam registration is canceled (by the Applicant, due to a no-show, or by the administrator), the 10-day limit is removed and re-registration becomes available.
How do I cancel my registration?
There are three ways to cancel an appointment:
Self-cancellation through the online service:
- You can cancel your appointment no later than 2 hours before the time of the service.
- To do this, you need to log in to the E-recording system and cancel.
Auto-cancellation due to no-show:
- If a citizen does not show up at the administrator’s workplace, the system automatically cancels the appointment.
Cancellation by the administrator:
It happens if the service cannot be provided, for example:
- Incomplete package of documents.
- Discrepancies between data in the record and documents.
Note: canceled records are included in the monthly (for individuals) or daily (for legal entities) limit.
Blocking the ability to record
An individual may be blocked from online registration if:
- He/she has registered 4 times within a month and has not come to the service center.
- To unblock, you need to personally contact the MIA service center where the last registration was made.
System operation during airborne alarms
During an air raid alarm:
- The provision of services at the MIA service centers is suspended.
- Calls to workplaces are not made.
- After the air-alarm signal, the service resumes from the record where it was left off.
