SBU uncovers new schemes of mobilization evasion: doctors and officials of the Medical Examination Board detained
20 November 07:20The Security Service of Ukraine, together with the National Police, has eliminated three criminal groups that facilitated the evasion of mobilization and illegal departure of men abroad. This was reported by Komersant ukrainskyi with reference to the Security Service of Ukraine.
The operations were conducted in Kyiv, Lviv, and Odesa, where 13 people were detained, including doctors, MSEC officials, and their intermediaries. The organizers took bribes ranging from $1,500 to $12,000 for issuing fake diagnoses and disability certificates.
In Kyiv region, the head of the neurology and neurosurgery department of a hospital and his accomplice, a trauma doctor, were detained for falsifying medical records of conscripts for money. These fake documents were then submitted to medical and social expert centers, where they recorded “diagnoses” and assigned disability groups.
In Lviv, the former head and three officials of the inter-district MSEC were suspected of falsifying medical certificates for men to declare them unfit for military service.
In Odesa, two heads of hospitals and the secretary of the local MSEC were detained for selling fake disability certificates to conscripts.
All the defendants in the case were detained for their involvement in illegal activities, which included forgery and trafficking of persons across the border.
Currently, all the defendants have been notified of suspicion (in accordance with the crimes committed) under several articles of the Criminal Code of Ukraine:
- ч. 1 of Art. 114-1 (obstruction of the lawful activities of the Armed Forces and other military formations);
- ч. 3 of Art. 332 (illegal transportation of persons across the state border of Ukraine committed by an organized group);
- ч. 2, Art. 28, Art. 369-2 (abuse of influence committed by prior conspiracy by a group of persons);
- ч. 1 Art. 366 (forgery in office).
The offenders face up to 9 years in prison with confiscation of property.
