Developers of defense IT solutions have received many benefits – up to one hundred percent reservation

The government has made a decision to expand the capabilities of developers of specialized computer programs used in defense products. This was reported by the Ministry of Strategic Industries of Ukraine, according to
Software components of products, defense IT solutions, military command and control and monitoring systems, and situational awareness programs are now recognized as an integral part of weapons, military and special equipment.
According to the Ministry of Strategic Industries, these changes open the door to concluding a state contract with the Defense Procurement Agency of the Ministry of Defense or another state customer. In particular, the procedure for codifying computer programs recognized as a component of weapons and military equipment will be worked out.
“We need modern weapons to win. Today, software components and software that allows the weapons to work effectively occupy an important place in the system of weapons and military equipment. Thanks to the amendments to the relevant government decree, we are equating the producers of such software to the manufacturers of hardware components, which gives them access to the opportunities offered to all our weapons manufacturers,” said Anna Hvozdyar, Deputy Minister for Strategic Industries of Ukraine.
Developers of such software, for example, will have access to government services used by arms and military equipment manufacturers. They will be able to take advantage of the program of affordable loans for defense industry manufacturers at 5% per annum. And for companies that develop specialized computer programs and defense IT solutions, this is an opportunity to obtain critical infrastructure status and, accordingly, book up to 100% of employees.
Who doesn’t have booking restrictions yet
The ability to book 100% of employees has recently appeared in state and municipal medical institutions. These are healthcare workers of state and municipal healthcare facilities, public health facilities, institutions engaged in forensic medical and forensic psychiatric examinations, blood centers, for whom work in the relevant institutions is the main place of work.
There are no booking restrictions either:
Employees of enterprises identified by the Ministry of Strategy and Industry as critical to the economy and the military-industrial complex.
Employees of UN specialized agencies, foreign diplomatic missions, representative offices of international organizations, international judicial bodies, as well as international and non-governmental organizations of which Ukraine is a member or participant in accordance with international agreements.
Members of regular national teams in Olympic and non-Olympic sports, as well as sports for people with disabilities (the list is approved by the Ministry of Youth and Sports).
Employees of critical institutions of the fuel and energy complex and their contractors that ensure the smooth functioning of the energy and gas transportation systems, as defined by the Ministry of Energy.
Specialists in technical administration of the Unified State Web Portal of Electronic Services, as well as providers of electronic communication services and networks, as defined by the Ministry of Digital Transformation and included in emergency response teams.
Prosthetists, technicians and prosthetic engineers who have worked at least 50% of the working time in the last three months (with appropriate justification).
Clergy according to the list of positions approved by the State Service of Ukraine for Ethnic Policy and Freedom of Conscience.

What is known about the terms and procedure for booking
Starting from December 1, 2024, new rules for determining the criticality of enterprises are in effect. This was done after the Ministry of Defense conducted an audit of the reservation process. By February 28, 2025, all critical enterprises will have to confirm their status in accordance with the new criteria. This requirement applies to all companies, regardless of when they last confirmed their criticality status or until what date it will be valid.
It has been determined that the reserved employees will remain in this status until the end of February. If the company fails to confirm its criticality under the new rules, the employees will lose their reservation from March 1.
To obtain the “critical” status, a company must meet two conditions
– no tax debts;
– the average salary at the enterprise must be at least UAH 20 thousand (or 2.5 minimum wages); the salary of each employee who is liable for military service and is booked by the enterprise must be at least UAH 20 thousand.
The latter requirement applies only to private businesses. The state will monitor the salaries of those booked on a monthly basis.
The third criterion is to be chosen by the head of the company independently from the regional or sectoral criteria provided for in Resolution No. 76. All bookings will be made only through Diia.
It is also worth reminding that the European Business Association has appealed to the Ukrainian government to extend the current reservations for 2 months and postpone the deadline for companies to update their criticality status to April 30.
How to make a reservation in Diia
As of January 22, reservations can still be made on the Diia portal in a few clicks:
– log in to the citizen’s account on the Diia portal
– select the Submit an application option,
– specify the data of the candidates for booking,
– confirm that the salary of the employee you are booking complies with the standards,
– check the application and sign it.
A response will be sent to the manager’s personal account separately for each employee. Employees will see the approved status of the reservation in the Reserve.
