Russian occupation forces have struck a double blow at Konotop in Sumy region. This was reported by the mayor Artem Semenikhin, "Komersant Ukrainian" reports

A double tap strike is considered a war crime because it targets rescuers and medical personnel rushing to the site of the first strike.
This practice is in flagrant violation of the 1949 Geneva Conventions, which prohibit the targeting of civilians who are wounded or unable to continue fighting.
