Russia plans to declare “victory” on the third anniversary of the full-scale invasion

According to the Defence Intelligence of Ukraine, Russian propagandists have been instructed by the Kremlin to actively promote “victorious” narratives on the eve of the third anniversary of the full-scale invasion of Ukraine. This is reported by Komersant ukrainskyi with reference to the press service of the Defense Intelligence of Ukraine.

Intelligence reports that Russia plans to declare its “victory” in the war against Ukraine by February 24, 2025. Moreover, the Kremlin propaganda may even declare a “victory over NATO,” as the war against Ukraine has long been presented as a confrontation with the Alliance.

The aggressor country’s intelligence services have been instructed to make the most of the new US administration’s diplomatic efforts to end the war and the recent meeting of US and Russian delegations in Saudi Arabia on February 18, 2025, for their information and psychological operations.

The main narratives of hostile propaganda aimed at Ukrainians and international partners include:

  • “The West has betrayed Ukraine”.
  • “The United States and Russia agreed behind Ukraine’s back.”
  • “The Ukrainian government is illegitimate”.
  • “The Ukrainian army is losing at the front.”
  • “Billions of dollars of American aid are being stolen from Ukraine.”

Russia pays special attention to attempts to discredit Ukraine’s European partners who continue to support our country. The Kremlin is trying to portray these governments as “enemies of peace.”

The main goal of the new Kremlin campaign is to change the international perception of Russia from an isolated aggressor and war criminal to a “constructive party to the conflict” ready for a peaceful settlement.

The Intelligence Service calls on Ukrainians to be vigilant to such information attacks aimed at stirring up disbelief in society and destabilizing the situation inside the country.

Negotiations in Saudi Arabia

on February 18, Russian Foreign Minister Sergei Lavrov and Russian Assistant Prime Minister Yuri Ushakov met in Saudi Arabia with an American delegation, represented by Secretary of State Marco Rubio, National Security Advisor Mike Volz, and Special Envoy for the Middle East Steve Witkoff.

After the talks, the US State Department reported that the delegations agreed to “eliminate irritants” in bilateral relations and continue to work on preparing talks on Russia’s war against Ukraine.

The two sides also agreed to appoint high-level groups for further talks on Ukraine.

Jackie Heinrich, a Fox News correspondent at the White House, reported that the United States and Russia are discussing a three-stage peace plan for Ukraine, which consists of the following stages

  1. A ceasefire.
  2. Holding elections in Ukraine.
  3. Conclusion of a peace agreement.

Trump’s proposals to Putin

According to inaccurate information from former US Ambassador to Russia Michael McFaul(he used the word “allegedly”), Trump offered Putin (McFaul’s wording is retained)

  1. ukrainian territory;
  2. ukraine’s non-membership in NATO;
  3. no American soldiers in Ukraine;
  4. withdrawal of American soldiers from Europe, including from frontline countries;
  5. easing of sanctions.

Putin, according to McFaul, has not offered anything yet.
