Business relocation in 2024: which cities have become new centers of entrepreneurship

According to the Unified State Register, 11,083 companies changed their legal addresses in 2024. Kyiv became the leader in the number of relocated businesses: almost an equal number of companies both left the capital and registered here. This is reported by Komersant ukrainskyi with reference to the service for monitoring the registration data of Ukrainian companies, Opendatabot.

Dynamics of business relocations in Ukraine

More than 11 thousand companies relocated from one region to another last year.

Over the year, the number of companies that changed their region of registration due to the war decreased by 18%, which is also 25% less than before the full-scale invasion.

What do relocated companies do?

32% of these companies are engaged in wholesale trade, and another 6% in construction. Real estate businesses round out the top three migrant companies with 4.8%.

The most active in relocation are companies in the following sectors:

• Wholesale trade – 3,593 companies (32.4%);
• Construction – 695 companies (6.3%);
• Real estate – 537 companies (4.8%);
• Agriculture and hunting – 515 companies (4.6%);
• Transportation – 463 companies (4.2%).
• Retail trade – 368 companies (3.3%)
• Trade and repair of cars – 308 companies (2.8%)
• Food production – 259 companies (2.3%)
• IT – 243 companies (2.2%)
• Other – 4 102 companies (37.0%)

Which regions lost the most business

The largest number of companies left Kyiv – 4,000 companies (36.6%). Significant losses were also recorded in Kyiv and Dnipro regions – 10% of the total number of relocations.

At the same time, Kyiv, Kyiv and Dnipropetrovska oblasts are also the most popular places for registering a new business:

• 28% of companies registered in Kyiv;
• 11% chose Kyiv region;
• 10% moved to Dnipropetrovska oblast.

1. Kyiv → Kyiv region – 775 companies.
2. Kyiv → Dnipropetrovska oblast – 575 companies.
3. Kyiv region → Kyiv – 563 companies.

The largest companies that changed their registration

The largest company that changed its legal address in 2024 was ZE.TEK, which is engaged in gas trading. It had a revenue of UAH 6.7 billion, moved from Rivne region to Kyiv, and returned in 2025.

Also among the large companies:

• “KVORUM-NAFTA (UAH 5.7 billion), a paper products manufacturer that moved from Mykolaiv region to Kyiv;
• “ZOLOTYI DRAKON (UAH 4 billion) – wholesale trade, relocated from Vinnytsia region to Kyiv.

Do all companies stay in their new locations?

A company’s legal address can change several times a year. For example, ALBAKOR, a wholesale company (revenue of UAH 4 billion), changed its registration five times during the year, moving between Zaporizhzhia and Dnipro regions.

Currently, its legal address is in Dnipropetrovska oblast.
