Parliament to consider draft law on mobilisation this week – Korniyenko

The Verkhovna Rada of Ukraine may adopt draft law No. 10449 on mobilisation in the first reading this week. This was announced during a briefing by the First Deputy Chairman of the Verkhovna Rada Oleksandr Kornienko, according to citing Ukrinform.
This week, the parliament is likely to consider the government’s draft law No. 10449 and all its alternatives, the first deputy speaker of the Ukrainian parliament said. He emphasised that the draft law has passed the editorial review, but there are still several provisions that are still being debated.
Among the provisions under discussion, the most important is the issue of “electronic summonses”, which regulates the obligation to register citizens in the electronic offices of conscripts, persons liable for military service and reservists, where summonses to the CMC and JIC will be sent.
The First Deputy Chairman of the Verkhovna Rada indicated that numerous amendments would be proposed during the second reading, as this draft law is of great interest for discussion, but stressed the need to reach mutual understanding.
It was noted that the Committee on National Security, Defence and Intelligence plans to speed up the process of considering amendments to the draft law. However, the decision of the relevant committee must be supported by all MPs in the parliamentary session hall.
Kornienko noted that it is not yet possible to predict the level of support for the draft law in the hall, but during the conciliation board it will become clear how different factions feel about voting for this document and whether they will give it their votes.
Main provisions of the draft law on mobilisation
Military registration
All citizens between the ages of 18 and 60 must have a military registration document. They are obliged to present it at the request of a representative of the Military Commissariat, the police or the State Border Guard Service.
Registration of an electronic account of a conscript, reservist or person liable for military service is mandatory .
You can update your military registration data in the conscript’s electronic cabinet or the Administrative Services Centre.
A call-up noticemay be sent electronically to the conscript’s office. The day of delivery of the summons is the day when the representatives of the TCC received a notification of its delivery to the electronic cabinet.
Restrictions will be imposedon those who evade military registration or receive a call-up: temporary restriction on the right to travel outside Ukraine; temporary restriction on the right to drive vehicles; seizure of funds and other valuables, bank accounts, electronic money, etc. These restrictions will be imposed exclusively through a court decision.
Police officers will have the right to detain and bring citizens to the TCC.
Paperwork
For any consular actions in Ukrainian diplomatic missions abroad, men aged 18 to 60 must have military registration documents. Exceptions are the issuance of a certificate for returning to Ukraine, consular actions regarding children if the second parent is a foreigner, and inheritance registration.

Domestic and international passports can be issued only if you have military registration documents.
Military service
The conscription age is reduced from 27 to 25 years.
Conscript service is cancelled and basic 5-month military training is introduced.
Starting in 2025, basic general military training (up to 3 months) will be introduced at all universities in the country.
People with disabilities of all groups are exempt from service. However, the disability will be checked for “genuineness”.
Those who are partiallyfit will also be tested and declared fit or unfit.
Those sentenced to a suspended sentence have the right to be mobilised.
Volunteers have a 2-month de ferral from mobilisation.
After mobilisation, everyone must undergo 2-3 months of military training.
After 36 months of service, a serviceman can apply for demobilisation. The term for consideration of the report is one month. However, there is also a provision that “the release takes place within the timeframe determined by the Commander-in-Chief’s Office”.
After being released from captivity,prisoners of war may no longer perform military service (only at their own request).
MPs, ministers, judges, employees of the Ministry of Internal Affairs and the Security Service of Ukraine are exempt from mobilisation.
