Parliament adopts draft law on mobilisation as a basis

The Verkhovna Rada has adopted in the first reading the government’s draft law “On Amendments to Certain Legislative Acts of Ukraine on Certain Issues of Military Service, Mobilisation and Military Registration” (No. 10449). This was announced by MP Oleksiy Honcharenko, reports

“243 MPs voted in favour.

“This is not the final decision!!! There will be a second reading, and amendments will be made. I voted against it! I disagree with many of the proposals! In particular, on the terms of demobilisation!”

– honcharenko wrote.

Thedraft law was voted in favour by the Servant of the People (178 votes in favour), Voice (three), Platform for Life and Peace (17), Trust (18), and Restoration of Ukraine (12).

The European Solidarity and Batkivshchyna parties hadzero votes, said MP Yaroslav Zheleznyak.

“The draft law was adopted without the Committee’s proposals. Then amendments will be made within 14 days until 21 February and then the second reading. That is, the bill is likely to be adopted as a whole in the last week of February (22-24.02), signed in early March and will come into force in a month, that is, in April,”

– zheleznyak wrote.

Draft law on mobilisation

on 25 December, the Cabinet of Ministers submitted to the Verkhovna Rada a draft law on mobilisation, military registration and military service. However, due to a number of comments, this draft was withdrawn on 11 January.

After that, an updated draft law was submitted to the Rada on 30 January. It proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting the demobilisation period at 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
