Tied with ropes to beds: violations found in Khmelnytsky region in a retirement home for the elderly

In a private retirement home “Ray of Life” in Kamianets-Podilskyi, facts of ill-treatment of its residents were revealed.

This was reported by the Office of the Ombudsman of Ukraine, Komersant ukrainskyi reports.

The institution is designed to accommodate 35 people. During the inspection, there were 33 people there: 24 women and 9 men. They were supposed to receive three meals a day and round-the-clock care. However, the inspectors recorded unacceptable conditions of detention and ill-treatment.

In particular, the inspection revealed four elderly people who were tied to their beds with ropes. During the conversation with the residents of the boarding house, it turned out that they were tied up so that they would not leave the institution on their own.

The doors in the boarding house were locked from outside the rooms, and in one of the rooms, five people with mental disorders were kept in a closed space.


The living conditions were also unsatisfactory: the rooms needed repair, there was mold on the walls, and there was a lack of furniture. Food is stored in refrigerators without proper labeling and in violation of commercial good neighborliness.

The nursing home does not have a quarantine room or isolation unit for newly arrived residents. And residents living on the second floor are unable to go for walks on their own. In addition, bedridden people do not have proper conditions for hygiene procedures.

The Ombudsman has already reported this to the police so that they can investigate the situation. The owner of the nursing home will be given official instructions on what needs to be fixed to prevent this from happening again.
