Industry and trade accounted for a third of Ukraine’s budget revenues

Manufacturing and trade remain the main drivers of state budget revenues. This was announced by the head of the State Tax Service Ruslan Kravchenko, "Komersant Ukrainian" reports.

“Industry and trade continue to hold the lead in budget revenues,”

– said the head of the tax authority.

According to the official, each of these two industries accounted for 17.2% of total revenues to the consolidated budget of Ukraine in January-April 2025.

Other leaders of budget revenues

In addition to manufacturing and trade, the largest budget contributors include

  • public administration and defense, compulsory social insurance – 11.8%;
  • financial and insurance activities – 9.6%.

Record growth in tax revenues

The highest growth rates in tax payments for the first four months of 2025 compared to the same period last year were demonstrated by the following sectors:

  • Processing industry – an increase of 43.4%, which amounts to an additional UAH 34 billion to the budget;
  • trade and transport repair – an increase of 30.8% or UAH 26.3 billion;
  • public administration and defense – an increase of 30.4%, which is equal to UAH 17.8 billion;
  • energy sector – electricity, gas and steam supply showed an increase of 43.5% (UAH 12.5 billion).

According to Ruslan Kravchenko, these industries “steadily support the economy and demonstrate steady growth,” which indicates a gradual recovery of the Ukrainian economy despite the difficult wartime conditions.
