Prosecutors react to Kravchenko’s words about decent salaries: it’s not that simple

After Ruslan Kravchenko, whose candidacy for the post of Prosecutor General of Ukraine was supported by 273 MPs, made statements about decent salaries for prosecutors, criticism began to appear in the professional community. This is reported by "Komersant Ukrainian" with reference to the posts of members of the specialized Facebook community “Prosecutors of Ukraine”.

As a reminder, Kravchenko thanked the President of Ukraine for his trust and shared his plans for his new job.

Speaking about the prosecutors, he emphasized the need to improve their working conditions and ensure fair pay. He attributed this issue to cooperation with the Verkhovna Rada and specialized committees.

One of the community members, addressing Kravchenko, reminded him that the budget for 2026 is already being prepared. According to him, the Ministry of Finance has already provided preliminary instructions to key spending units on spending limits, and they are based on the 2025 salary conditions.

“And it is clearly stated there – the Prosecutor General’s Office is guided by the remuneration conditions set for 2025. In August, the final thresholds will be announced, and in September 2025, the budget request will have to be prepared,” the author of the post noted.

In addition, no one has seen the budget declaration that defines medium-term funding priorities.

“There is also a question about the budget declaration, which no one has seen yet. Therefore, words about salaries are one thing, but you can’t escape from the bureaucracy of the Ministry of Finance and medium-term planning, and there is a lot of work to be done to move this bureaucratic train,” the author of the post noted.

It should be noted that the Verkhovna Rada of Ukraine has given its consent to the President to appoint Ruslan Kravchenko as Prosecutor General.

Zelenskyy’s signature on the appointment decree is now required. After that, Kravchenko will become the Prosecutor General of Ukraine.

What we know about Ruslan Kravchenko

Ruslan Kravchenko was born in 1990 in the city of Siverskodonetsk, Luhansk region.

In 2007, he graduated from the Ivan Bohun Kyiv Military Lyceum. In 2012, he graduated from Yaroslav the Wise Law Academy with a degree in law and was promoted to lieutenant of justice.

From 2012 to 2014, he worked as a supervisory investigator at the Sevastopol Prosecutor’s Office.

In 2014-2015, he participated in the anti-terrorist operation under contract as a prosecutor of the 33rd Military Prosecutor’s Office of the Southern Region of Ukraine (in Debaltseve and Bakhmut). For this activity, he received the status of a combatant and was discharged from military service in 2020.

From 2015 to 2017, he worked as a prosecutor in the Main Military Prosecutor’s Office of the Prosecutor General’s Office of Ukraine. He was a prosecutor in the case where fugitive Ukrainian President Viktor Yanukovych was found guilty of high treason and aiding and abetting war.

From 2019 to 2020, he was the Deputy Military Prosecutor of the Central Region of Ukraine.

From 2020 to 2021, he worked as the Head of the Department for Criminal Proceedings on Crimes in the Military-Industrial Complex of the Specialized Prosecutor’s Office in the Military and Defense Sphere of the Prosecutor General’s Office.

From 2021 to 2023, he held the position of Head of the Bucha District Prosecutor’s Office in Kyiv Region.

In 2023, he took part in the competition for the position of head of the National Anti-Corruption Bureau of Ukraine (NABU).

In April 2023, Kravchenko was appointed by decree of President Volodymyr Zelenskyy to the post of head of the Kyiv Regional Military Administration. on December 28, 2024, he was dismissed from this position, and on December 31, he was appointed to head the State Tax Service.

Personal life

Ruslan Kravchenko is married to Olena Shkrobanets, who used to work in the Prosecutor General’s Office. She was the Head of the Translation Department of the Legal Assistance and Extradition Division of the Department of International Legal Cooperation.

Currently, Shkrobanets is an administrative project specialist at the United Nations Development Program in Ukraine.

The path to the appointment

It is worth noting that Ruslan Kravchenko was called the future Prosecutor General in political circles even before the dismissal of the previous Prosecutor General, Andriy Kostin. Various media outlets, citing their own sources, claimed that there would be enough votes in the Rada to support Ruslan Kravchenko’s candidacy.

He was also predicted to be appointed even before he officially became the head of the Tax Service of Ukraine on December 31, 2024.

At the time, political and law enforcement circles said that such a career turnaround was unexpected for Kravchenko himself.

At the same time, it was said on the sidelines that the position at the State Tax Service was “temporary” anyway, and that the Prosecutor General’s Office had allegedly promised Kravchenko the post of Prosecutor General in the future.
