The Verkhovna Rada Committee on Finance, Taxation and Customs Policy has recommended that law enforcement officers check out tech sellers, and pay special attention to sales of Apple gadgets. This was announced by the chairman of the committee, Danylo Hetmantsev, Komersant ukrainskyi reports
Hetmantsev published the committee’s decision, which states that state budget losses reach tens of billions of hryvnias a year as a result of “gray” trade in equipment without paying VAT and customs duties, sales through a network of individual entrepreneurs for cash or cryptocurrency, lack of accounting and appropriate payment of taxes on the sale of expensive small-sized goods: smartphones, laptops, watches and other equipment.
In addition, before the official sale of Apple iPhone 16 smartphones, which was scheduled for September 27, some retail chains (in particular, Yabko, Yabluka and TechnoYizhak) started selling gadgets that were probably imported into Ukraine illegally. The peculiarity of purchasing such illegal equipment was the possibility of paying with the USDT cryptocurrency with the issuance of an expenditure invoice in hryvnias and the non-issuance of a fiscal check.
Therefore, the Committee recommended that the Bureau of Economic Security ensure that the investigation and response measures are taken against sellers of electronics (including the Apple trademark).
In addition, the State Tax Service and the Bureau of Economic Security were instructed to ensure the monitoring of electronics networks that sell goods through individual entrepreneurs, as well as to conduct inspections of persons who may be involved in money laundering.

Also, the tax service should develop and approve a plan for the inspection of wholesalers and retailers of consumer electronics for 2025, as well as their actual tax audits.
Law enforcement officers should conduct tax control measures against individual entrepreneurs involved in the sale of appliances and electronics (including Apple). It should be thoroughly investigated whether such entrepreneurs can be on the simplified taxation system or on Group 1-3 of the single tax.
Law enforcement officers will carry out these actions throughout 2025. MPs will hear their report on the results of their work on April 1, and then reporting will be quarterly.
