President submits draft law on demobilisation of conscripts

President of Ukraine Volodymyr Zelenskyy has registered a draft law in parliament that establishes rules for the discharge of conscripts during martial law. The relevant card of document No. 11035 has been published on the website of the Verkhovna Rada, according to
Thedraft law on amendments to Chapter XII “Final Provisions” of the Law of Ukraine “On Military Duty and Military Service” regarding the terms of regular military service establishes that:
“during mobilisation… and martial law… servicemen… whose term of military service ended during martial law… are discharged from military service to the reserve within the time limits specified by a Decree of the President of Ukraine”.
Currently, the term of service of conscripts is automatically extended for the duration of martial law. In other words, the draft law actually allows the Supreme Commander-in-Chief to discharge conscripts into the reserve, but it also does not set clear timeframes and procedures.
A similar provision is contained in the current draft law on mobilisation, which is currently under consideration in parliament. It states that after 36 months of service, a serviceman can submit a request for demobilisation. The period for consideration of the report is one month. However, there is also a provision that “dismissal takes place within the timeframe determined by the Commander-in-Chief’s Office”.
