The Verkhovna Rada is preparing to consider draft law No. 8082, which could significantly change the rules for motorists. Among the key innovations are the need to update driving licences and new categories of rights, Komersant ukrainskyi reports
The document proposes to introduce new categories of licences, in particular for moped and motorcycle drivers. Separate categories are envisaged for mopeds with a speed of up to 45 km/h (category AM), as well as for different types of motorcycles – A, A1 and A2. Owners of ATVs will have to obtain a category B1 licence.
Who will need to change their licence and when?
The changes will also affect drivers of passenger cars (category B). If the draft law is passed, drivers’ licences will need to be renewed every 10 years, not 30, as is currently the case. In addition, all currently valid driving licences will have to be replaced by 2033.
The draft law proposes:
- Licences of categories AM, A1, A2, A, B1, B, BE to be issued for 10 years
- Categories C1, C1E, C, CE, D1, D1E, D, DE, Tb and Tm – for 5 years
- For novice drivers, the rules will remain the same – 2 years
If a driver receives a licence for the first time in the AM, A1, A2, A, B1, B, C1, C categories, the licence is valid for only 2 years.
This rule stipulates that novice drivers who obtain a licence for the first time will have the opportunity to extend their licence after two years of continuous compliance with the traffic rules.
In case of deprivation of the right to drive or invalidation of the licence, the driver must hand it over within 15 business days.
The draft law is part of Ukraine’s European integration processes under the Association Agreement with the EU.
It is currently being considered by parliamentary committees, and it is not yet known when it will be put to a vote. Such innovations are aimed at strengthening control over compliance with traffic rules, as well as ensuring road safety, in particular by regularly updating driving skills.
