The head of the Ministry of Defence’s Information Technology Department, Oleh Berestovyi, announced the automation of the issuance of summonses. They will be issued through Oberig, and their authenticity can be checked using Reserve. He said this on the DOU Podcast, Komersant ukrainskyi reports
According to Berestovyi, the summons is currently issued manually, and then printed and sent to the head of the TCC for signature. Only after these stages is the document delivered to the person liable for military service.
“That is why we have now developed the functionality to generate it and sign it with the electronic signature of the head of the TCC through Oberig, and not even print it out directly at the TCC,” Berestovyi said.
According to the official, the summonses will be sent to a centralised printing facility, and from there to Ukrposhta, which will deliver them to the addressees.
“We will have information on the location of the summons: whether it was delivered or not, whether it was lost somewhere, and how long it took to deliver it. In other words, the whole process will be transparent and it will also help the military and political leadership to have more relevant information than the one they have now,” the Ministry of Defence spokesman said.
It is worth noting that the government has approved new forms of two types of summonses.
It is known that summonses can be issued either on a blank form or with the help of the electronic register of conscripts, persons liable for military service and reservists “Oberig”. At the same time, summonses on a blank form and those generated in the Oberig register will have the same legal force.
What the new type of summons should contain
Position title, full name and surname, signature of the official who issued the summons and the date of signature – for summonses issued on letterhead.
The surname and full name of the head of the district (city) CCC or its department, the date of application of a qualified electronic signature – for summonses generated using the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists.
A summons generated using the Oberig Register contains a unique electronic identifier in the form of a QR code. A summons generated using the Oberig Register may be printed. In this case, its paper form must contain a readable QR code with the relevant information.
