Strengthening mobilization in Ukraine: political scientists call for reform of the system

Stanislav Zhelikhovsky: “Corruption scandals level the mobilization”
Political scientist Stanislav Zhelikhovsky believes that increased mobilization can have a positive impact on the situation at the front and strengthen Ukraine’s position in international negotiations. However, this requires effective organization by the authorities.
“If the intentions and initiatives that are now coming from the Ukrainian authorities, in particular the Ukraine’s resilience plan, are implemented, if recruitment and mobilization are properly conducted, it will definitely have a positive impact on the course of the war and on future negotiations with Russia,”
– the expert notes.
At the same time, he emphasizes that there is a risk of negative consequences in case of corruption or poor organization of the process.
“If the problems continue, if there are corruption components, etc., it will only weaken our state. This will cause instability on the frontline, and Russia will win tactical victories that will strengthen its position in the negotiations. It will dictate conditions through force and ultimatums, and we will lose more during such negotiations,”
– Zhelikhovsky warned.
According to the political scientist, Ukraine has a chance to avoid this scenario if the government can properly organize mobilization activities and take into account the challenges facing the state.

Oleg Sahakyan: “Mobilization in its current form is ineffective”
Political analyst Oleg Sahakyan emphasizes the need to reform approaches to mobilization. In his opinion, the current system, which largely retains Soviet methods, is ineffective.
“First of all, we need to understand what we mean by mobilization as a state. Today, the problem is not in the strength of mobilization, but in intelligence. We need to reform the system itself and the approaches that remain Soviet,”
– emphasized Sahakyan.
The expert believes that the current model of mobilization may even worsen the situation.
“In its current form, even if you strengthen or weaken it, the result will be negative. We see that the efficiency of this model of mobilization is extremely low and very questionable. Recruiting more people leads to an overload of the system, but less quality of training and combat capability of the soldiers,”
– he explained.
According to Sahakyan, the priority should be not just to increase the number of mobilized people, but to create conditions for high-quality training of personnel.
Experts’ comments show that increasing mobilization is not only a quantitative issue. Ukraine should focus on the efficiency of the process, reforming approaches and maintaining the stability of the system. A proper organization can strengthen the country’s position, while corruption and poor training can only make the situation worse.
