The national cashback touted by the government and the president may not happen. At least a number of MPs consider the initiative populist and harmful, so the Cabinet of Ministers may not receive parliamentary approval. This was stated by the first deputy chairman of the Verkhovna Rada Finance Committee Yaroslav Zheleznyak, according to Komersant ukrainskyi with reference to Interfax-Ukraine.
“A populist initiative… The government has approved a pilot project to introduce this cashback for our money… The problem for the government is that they cannot bypass the parliament here… We will not allow these changes to be made, we will shoot them down, the government did not consult us,”
– zheleznyak said at the briefing.
Meanwhile, the Cabinet of Ministers of Ukraine has already approved the National Cashback procedure. According to it, citizens will receive compensation for 10% of the cost of Ukrainian goods they buy. However, the Cabinet of Ministers did not mention that they need parliamentary approval to implement the idea.

National cashback (government’s version)
according to the government, the “national cashback” is to start on 2 September and will be provided for purchases and payments made with a payment card (salary, pension, credit, etc.).
The funds received as part of the cashback can be spent on medical, utility, sports, cinema, train tickets, and other services. Or you can donate to the Armed Forces or buy military bonds.
The maximum cashback amount is UAH 3 thousand per month.
Cashback will not be credited for excisable goods.
Participation of buyers, producers and sellers in the programme is voluntary, so the store will inform the buyer whether cashback is available for a particular product in a particular store. This can also be checked on the programme’s website.
Diia is to become the basic application for the National Cashback.
