More than 1000 families received housing under the compensation programme
6 March 14:56More than a thousand Ukrainian families have taken advantage of the compensation programme for destroyed housing and purchased new housing under a government certificate. This was announced by Oleksandr Kubrakov, Minister of Community Development, Territories and Infrastructure of Ukraine, Kommersant Ukrainian reports
The compensation programme for completely destroyed housing has been in place since the beginning of this year. In two months, almost 10,772 applications for compensation have been submitted and 3,926 certificates have been issued. The average amount of a certificate is UAH 1.8 million.
Most people bought housing in Kyiv and Kyiv region. This is followed by Kharkiv, Mykolaiv and Chernihiv regions. Most applicants choose new housing within their region. Three quarters of citizens choose apartments and only a quarter choose private houses.
After receiving an application, a special commission reviews it, calculates the amount of compensation, generates a certificate and issues it. Then the applicant can choose the housing. The certificate is valid for 5 years. It can be used to buy an apartment, house, or invest in real estate that is only under construction. The holder of the certificate can choose the housing, the region and the notary who will formalise the transaction.
The Minister also reminded that from January 2024, it will be possible to apply for compensation for the reconstruction of a private house on one’s own land plot. Over 600 people have applied for such compensation so far.
War and reconstruction
As of May 2023, the KSE Institute has calculated $54 billion in losses to Ukraine’s housing stock. Of this, $46 billion was caused by the destruction of apartment buildings. In total, there are more than 18,000 such buildings. In addition, 144,000 private houses were damaged. The total area of damaged or destroyed facilities is 87 million square metres. This is 8.6% of the total housing stock of Ukraine. In total, Russia has caused $153 billion in damage to Ukraine’s infrastructure.
As reported by Deputy Prime Minister Iryna Vereshchuk, as of April 2023, 2.5 million Ukrainians had their homes damaged by the Russian invasion. There are 170,000 registered people whose homes have been completely destroyed. 200,000 Ukrainians are currently living in places of compact settlement, and 5,000 of them are living in modular towns.
The state programme of compensation for destroyed housing applies to owners of housing destroyed as a result of hostilities after 24 February 2022. The state compensates these people for the purchase of new or repair of old housing. However, the government has recently set a maximum area of destroyed housing for which compensation will be paid.
