Poland tightens requirements for foreign carriers: new rules and fines

On November 1, Poland introduces mandatory electronic registration for foreign carriers, including Ukrainian ones. Violation of the new requirements will be punishable by fines. This was reported by Lviv Customs, Komersant UkrainianKomersant Ukrainian reports

“According to the Polish side, from November 1, 2024, the requirements for international freight transportation for entities that do not have their headquarters in a member state of the European Union, the Swiss Confederation, or a member state of the European Free Trade Association (EFTA) will come into force,” the statement said.

What are the new requirements for Ukrainian carriers?

Starting November 1, foreign carriers will be required to register their transportations in the electronic transport surveillance system (SENT) before crossing the Polish border, regardless of the type of cargo being transported.

The driver of the vehicle is obliged to carry the RMPD registration number from the SENT system or a replacement document at all times.

Companies from non-EU countries, Switzerland, and the European Free Trade Association (EFTA) must also ensure that the vehicle’s geolocation data is constantly transmitted.

The truck must be equipped with a locator or an external localization system, and the driver must turn on the locator before starting the transportation.

If the locator or the LRS malfunction lasts for more than 1 hour, the driver must immediately stop at the nearest parking lot or short-term stop.

Penalties for violations

Both drivers and carriers are subject to fines for violating the new requirements.

For drivers:

pLN 1500 (UAH 15,000) for the absence of a registration number, PLN 2000 (UAH 20,000) for a disabled locator or refusal to check geolocation data.

For carriers:

pLN 12,000 (UAH 120,000) for transportation without registration or with inaccurate data, PLN 10,000 (UAH 100,000) for the absence of geolocation data or a locator.
