- Did you receive any unlawful benefit (money, property, valuables, cryptocurrency, services) as a result of the contracts concluded with Lviv Arsenal LLC?
- Were you acquainted with Yuriy Zbitnev, the director of Lviv Arsenal LLC, at the time of the contract conclusion?
- Were you acquainted with the head of Sevotech, Khoroshayev, at the time of the contract?
- At the time of signing the contract with Lviv Arsenal, did you know that the contract would not be fulfilled?
- Did you insist on penalty clauses being included in the contract?
- Did you travel abroad in January 2024 to hide from the investigation? – Answer: “No,” reliable and confirmed information.
- Did you receive an instruction from your superiors to sign a contract with Lviv Arsenal? – Answer: “No,” false information.
The official gave a separate explanation for the seventh question.
“In my answer, I state that I did not receive instructions from my direct superiors, namely the Deputy Ministers of Defence or the Minister of Defence. Instead, I was under pressure from the military leadership and command of the Armed Forces of Ukraine in general, which absolutely legitimately pressured me to provide the Armed Forces with mortar rounds as soon as possible. At the same time, I did not receive any instructions from anyone to sign a contract with Lviv Arsenal, let alone any illegal instructions,”

Oleksandr Liev was the acting head of the Defence Ministry’s department from January 2022 to February 2023, when he was accused of having Russian citizenship and resigned of his own accord. on 27 January this year, the Security Service of Ukraine announced that it had exposed officials of the Ministry of Defence and the heads of the Lviv Arsenal plant in organising a scheme to embezzle funds from ammunition supply contracts worth UAH 1.5 billion. According to media reports, one of the defendants in the case is former Defence Ministry official Oleksandr Liev.
