Tax audits on the record: what Hetmantsev suggests

Danylo Hetmantsev, chairman of the Parliamentary Committee on Finance, Taxation and Customs Policy, wants to improve tax audits and proposes that all inspectors of the State Tax Service must wear body cameras during inspections. He wrote about this in his Telegram channel, "Komersant Ukrainian" reports

According to the MP, one of the important reforms of the State Tax Service at the end of 2024 was the introduction of body cameras for inspectors during actual inspections.

He noted that body cameras are an effective tool in the fight against abuse by both tax authorities and unscrupulous entrepreneurs.

“I understand why the tax authorities don’t like it. I understand why taxpayers who do not bounce checks and work in the shadows do not like it. After all, video recording eliminates any manipulations, abuses, bribery, attempts to “cheat” and clearly dots the I’s in the question of “who is to blame?”,” Hetmantsev said.

Despite all the advantages, there is one serious problem: the use of body cameras is not mandatory. The State Tax Service has defined it as a right, not an obligation, for its inspectors. And this, as Hetmantsev notes, raises reasonable concerns.

“Otherwise, there is no point. Therefore, the fact that the State Tax Service defines the use of the camera as a right, not an obligation, is a matter of great concern. The use of body cameras should become universal,” Hetmantsev is convinced.

It should be noted that the State Tax Service plans to inspect 4759 taxpayers in 2025, including:

  • legal entities – 3325;
  • financial institutions and permanent establishments of non-residents – 167
  • individuals – 1028;
  • 266 legal entities for the correctness of calculation, completeness and timeliness of payment of personal income tax, social security tax and unified social contribution.
