US-Russia negotiations: what is behind moscow’s statements about a “long-term settlement”?

russia is seeking a long-term solution to the “military conflict” in Ukraine and does not consider the US proposal for a 30-day ceasefire, which provides for a ceasefire on both sides, to be effective. This was stated on March 13 by Vladimir Putin’s aide Yuri Ushakov during a meeting with US National Security Advisor Mike Walz, reports Komersant ukrainskyi reports with reference to the Russian media.

“We believe that our goal is still a long-term peaceful settlement, we are striving for this, a peaceful settlement that takes into account the legitimate interests of our side, our concerns are known,” the Russian official said.

In addition, he called the 30-day ceasefire plan proposed by the United States and other countries allied with Ukraine “steps that imitate peaceful actions” and added that “no one needs them in this situation.”

Ushakov also said that Russian President Vladimir Putin will soon personally give a more concrete assessment of the proposal for a temporary truce.

As a reminder, in February 2025, negotiations were held in Riyadh between representatives of Russia and the United States to discuss a possible ceasefire in Ukraine. The Russian delegation was headed by presidential aide Yuri Ushakov, and the American delegation was led by National Security Advisor Michael Volz. At the end of the meeting, Ushakov said that in the future, separate negotiating groups from Russia and the United States would begin contacts with Ukraine. He also said that the positions of Moscow and Washington on the proposal for a ceasefire at the front in Ukraine “have not yet converged.”
