Pensions and social benefits: what changes from today

Starting from 1 March, pensions will be indexed in Ukraine, and the procedure for payments to internally displaced persons will be changed. “Kommersant Ukrainsky has prepared a summary of everything you need to know about the changes in payments.
Pensions
From 1 March, pensions will be increased by almost 8%. The average increase will be UAH 322, and the average pension will be UAH 5,717.
The indexation will affect more than 10 million Ukrainian citizens. This includes 9.5 million civilian pensioners, almost 600,000 pensioners of law enforcement agencies and almost 100,000 Chernobyl victims.
Theminimum pension will increase by UAH 364 to UAH 2,725.
The minimum pension for non-working pensioners aged 65-70 and with 30/35 years of service (women/men) will increase to UAH 3,370.
The minimum pension for pensioners aged 70-80 with 30/35 years of service (women/men) will increase to UAH 3,240.
The minimum pension for pensioners aged 80 and over with 20/25 years of service (women/men) will increase to UAH 3,370;
Themaximum pension will increase by UAH 3,000 to UAH 23,610.
In addition, starting from 1 April, pensions for 654,000 working pensioners will be automatically recalculated based on the updated pensionable service record.
Pension indexation is calculated based on inflation and the growth of the average salary in Ukraine.
Payments to internally displaced persons
The rules for payments to IDPs are changing and becoming more stringent. In particular, starting from 1 March, the following categories of people will automatically lose the right to receive such payments
- pensioners whose pension exceeds UAH 9444;
- iDPs whose average monthly total income per family member exceeds UAH 9444;
- families who have their own housing or car, foreign currency, large bank deposits (over UAH 100,000) in the unoccupied territory and not in the war zone.
Payments to these categories of citizens will continue automatically:
- pensioners with a pension of less than UAH 9444
- orphans; children deprived of parental care under the age of 23; children with disabilities or seriously ill children; foster parents and adoptive parents of such children;
- people with disabilities of groups I and II.
The following categories must apply for benefits:
- people who have lost their ability to work and are not entitled to a pension, if the total income per person in their family does not exceed UAH 9444;
- able-bodied people who are unemployed and looking after a child under 14 years of age;
- families with three or more children under 18 years of age, if all children live in the family and the family resides in the territory where military operations are ongoing or possible;
- families from safe regions, if there is no possibility to send a child to a kindergarten in their settlements, and schooling takes place online or in a mixed format;
- children who arrived in a new community unaccompanied by a legal representative;
- pregnant women after the 30th week of pregnancy.
The amount of payments to IDPs will remain unchanged – UAH 2,000 in general and UAH 3,000 for children and people with disabilities.
Almost 5 million people are considered internally displaced in Ukraine. About half of them receive payments.
