Getting a driver’s license will become more difficult: MIA changes exam conditions

It will become more difficult to become a driver in Ukraine after the deadlines for retaking the practical exam change. This is stated in a draft order of the Ministry of Internal Affairs: the document is currently undergoing a public discussion and approval stage, "Komersant Ukrainian" reports
The Ministry of Internal Affairs of Ukraine proposes to increase the intervals between retakes of the practical exam.
Previously, candidates could try again after a few days, but under the new rules, the waiting period will increase significantly. It is now proposed to change the rules for retaking the practical exam as follows:
- 1st attempt – repeat in 10 days;
- 2nd attempt – wait 20 days;
- 3rd and subsequent attempts – 30 days of waiting.
According to the initiators, such changes should improve the quality of training for future drivers and reduce the number of unreasonable attempts to pass the exam, hoping for luck. At the same time, they complicate and slow down the process of obtaining a license, especially for those who failed the first or second time.
According to official statistics from the Ministry of Internal Affairs, only 16% of candidates pass the practical exam on the first attempt. Therefore, the proposed innovations are a response to the problem of insufficient training of future drivers. The changes are also intended to reduce the burden on the MIA centers, which are often overloaded due to the large number of retakes.
At the same time, these rules may create additional difficulties, as longer intervals between exams may increase the overall training period and lead to additional financial costs for additional lessons with an instructor or re-registration of documents.
The amendments to the order also stipulate that at least four technical control devices must be placed (mounted) in a vehicle of category B used for taking a practical exam on a permanent basis, and at least three technical control devices must be placed (mounted) in vehicles of categories C, C1, D, D1, CE, CE, C1E, DE and D1E on a permanent basis or fixed on portable structures.
