No purge: 5 disabled prosecutors were fired after the scandal

The Prosecutor’s Office of Ukraine easily and without any losses survived one of the biggest scandals in its history. After all, the story of the disabled prosecutors was not followed by any “cleansing” of the structure and there was not even a wave of dismissals. This is stated in an investigation by Ekonomichna Pravda, according to Komersant ukrainskyi.
The public learned that there are too many people with disabilities among Ukrainian prosecutors in October last year. Yuriy Butusov, editor-in-chief of Censor.NET, reported that 51 prosecutors in Khmelnytsky Oblast had registered disabilities using the “services” of Tetiana Krupa, the chief doctor of the Khmelnytsky Medical and Social Expertise, who is suspected of corruption. After that, it became known that there are hundreds of such prosecutors with disabilities in each region.
The Prosecutor General’s Office assured that a large-scale investigation would be conducted:
“A large-scale internal investigation concerns not only Khmelnytskyi prosecutors, but all prosecutor’s offices – all levels, including the Office of the Prosecutor General – and is extremely important for the entire system.”
President Zelenskyy personally intervened in the situation and held a meeting of the National Security and Defense Council on the matter. The Council later dismissed Prosecutor General Kostin. So, many people naively expected mass dismissals.

The analysis of resignation declarations showed different results. From the beginning of 2024 to January 12, 2025, 501 such declarations were filed, but there was no significant surge in dismissals after the disability scandal. It is noteworthy that there were no dismissals in Khmelnytskyi and Cherkasy regions, which had the largest share of prosecutors with disabilities (over 30%). Out of 501 dismissed prosecutors (we emphasize that this is the figure for the whole year, not after the scandal), 185 simply moved to other law enforcement agencies.

“Out of more than half a thousand prosecutors with disabilities, only five were fired. Five dismissed prosecutors with disabilities out of half a thousand is another “phenomenal” result of the effective managers of Zelenskyi and Yermak. Out of 67 disabled prosecutors in Khmelnytskyi, the Prosecutor General’s Office failed to check the illegality of the status of any of them!”
– said Vitaliy Shabunin, head of the Anti-Corruption Action Center.
In early January 2025, Health Minister Viktor Liashko confirmed that the verification of the MSEC decisions on prosecutors was still not completed. Moreover, the results of the checks may remain hidden from the public, as the case has been transferred to the State Bureau of Investigation, so it is now protected by the secrecy of the investigation.
