New social benefits from July 1: who is eligible and how to apply

A pilot project of basic social assistance for families with low incomes will be launched in Ukraine on July 1 this year. This is reported on the website of the Pension Fund of Ukraine, "Komersant Ukrainian" reports
“A new type of payment is introduced in accordance with the Procedure for the implementation of a pilot project to provide basic social assistance, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 25, 2025, No. 371 “Some issues of the implementation of a pilot project to provide basic social assistance,” the statement said.
Who is eligible for payments
Starting July 1, 2025, families who are already receiving basic social assistance at the time of application for basic social assistance will be able to receive the payment:
- state aid for the poor;
- payments for single mothers;
- assistance for children from large families;
- temporary assistance to children whose parents do not pay child support or whose place of residence is unknown.
Starting from October 1, 2025, other individuals or families will be able to join the program if their financial situation and social circumstances meet the criteria set out in the Procedure (the level of need for state support, material conditions, etc. are taken into account).
How to fill out an application
An application for basic social assistance may be submitted by an authorized representative of the family
- electronically through the Unified State Web Portal of Electronic Services (Diia Portal);
- in paper form by applying to any service center of the Pension Fund of Ukraine, regardless of the registered or declared place of residence of the family representative.
Algorithm for granting basic social assistance
Submission of anapplication – an authorized family representative submits an application with personal data and information about family members.
Data verification – information is confirmed through state registers.
Preliminary calculation – the amount of assistance is calculated in the Unified Social Sphere Information System.
Informing – the applicant is notified of the calculation results.
Confirmation – if the family agrees, the representative signs an application for the benefit.
How basic social assistance is calculated
The allowance is determined as the difference between the amount of the basic amount for each family member and the average monthly family income. The basic amount is 4500 hryvnias.
The calculation is carried out as follows:
- 100% of the basic amount is taken into account for the first family member (authorized representative), each child under 18 years of age and persons with disabilities of group I or II;
- for each subsequent family member – 70% of the base amount.
From what time and for what period is basic social assistance granted?
The basic social assistance is calculated for the entire month in which the family representative submitted the application, regardless of the specific date of application.
The payment period is six months, after which the assistance is automatically extended for the duration of the pilot project, which will last two years.
